- This notice is a combined synopsis/solicitation for commercial items using Simplified Acquisition Procedures. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 ""Streamlined Procedures for Evaluation and solicitation for commercial Items,"" as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-NIAID-2100456 and the solicitation is issued as a Request for Quotes (RFQ). This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-05 March 10, 2021. The North American Industry Classification System (NAICS) code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing, Size Standard 1000 employees. The requirement is being competed full and open competition, un-restricted and without a small business set-aside. The National Institute of Allergy and Infectious Diseases (NIAID), The Vaccine Research Center (VRC), has a brand name requirement for a Biotage� PhyPrep Maxi Mega Giga. The team at the VPP is responsible for generating large quantities of plasmid DNA to initiate projects at the VPP and provide a rapid supply of material to development and research teams through transient protein expression. The VPP currently uses either a manual kit-based process that takes 4-5 hours of work for a maximum of 4 preps at a time or they outsource the production to plasmid.com, which can take 2-3 weeks until we receive the material. The PhyPrep system is an automate plasmid purification system for purification of transfection-grade plasmid DNA at maxi-, mega-, and giga-scales. It enables processing of 4 preps at a time with minimal user interaction and can be run regularly to provide a steady supply of high-quality plasmid DNA. The system provides high purity plasmid DNA with low endotoxin levels, which is important for our use of the DNA in transfections. Acquisition of this system would allow the VPP to rapidly respond to the increasing plasmid demands at without adding additional staff, taking time away from other critical projects, or paying the higher costs and waiting on the longer timelines for outsourcing this work. FOB: Destination The government intends to award a firm fixed price purchase order to the responsible contractor as a result of this RFQ that will include the terms and conditions set forth herein. The award will be based on the lowest price technically acceptable.
