Description

The National Transportation Safety Board (NTSB) is issuing a sources sought notice as a means of conducting market research to identify parties having an interest in and the resources/capabilities to support this requirement for a social media measurement platform. The NTSB is seeking sources that have the following capabilities: - Capability of supporting unified and customized social planning, publishing, and measurement on a single platform, including social channels including, but not limited to, Twitter, Facebook, Instagram, LinkedIn, WordPress, Constant Contact, podcasting platforms, and YouTube. - Capability of developing reporting visualizations that can automatically be exported to a dynamic presentation for leadership consumption, including social media advocacy activity, which can be tailored based on specific hashtags or campaigns, and will provide insights on advocacy activity successfulness. � - Capability of supporting multi-user accessibility at all times of platform for maximum transparency, as well as approval processes within agency leadership, and the ability to halt scheduled content on an as-needed basis. - Capability of artificial intelligence listening to social media audiences, which will provide NTSB with in-depth analysis and categorization of content and performance metrics of social media advocacy strategies, as well as help shape development of safety messaging for different audiences on different platforms. - Capability of discovering conversations and sentiments of social users that have interest in NTSB mission and initiatives. There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred.� If your organization has the potential capability to perform these services, please provide the following information: 1) organization name, address, email address, website address, telephone number, and size and type of ownership for the organization; and 2) tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. Indicate whether your organization could fulfill this requirement under a GSA Multiple Award Schedule (MAS) contract.� If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The government will evaluate market information to ascertain potential market capability to provide the required services consistent in scope and scale with those described in this notice and otherwise anticipated. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by 4:00 p.m. Eastern Time (ET) on November 16, 2021.
