- This announcement constitutes a Sources Sought Synopsis and is for information purposes only. This is not a request for quote (RFQ) or a request for proposal (RFP). This announcement is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract or Blanket Purchase Agreement (BPA). The Government will not pay for any cost incurred in responding to this announcement. Any information submitted by respondents to this Sources Sought synopsis shall be voluntary. The information submitted in response to this Sources Sought notice will not be utilized to determine vendor standing in any future/potential Request for Quote/Request for Proposal, nor will it be utilized to determine if a vendor is qualified to submit a Request for Quote/Request for Proposal for any future/potential requirement. The notice and the information received shall not be used to determine how well respondents can perform a requirement, which can only be evaluated in response to a solicitation. Vendors will not receive formal notification or feedback on any information submitted in this Sources Sought request. All future/proposed submissions/solicitations requirements solicited on a Government-wide Point of Entry will be evaluated independent of any information submitted in response to this Sources Sought notice. No vendor will be provided information on solicitations issued on a Government-wide Point of Entry based on this Sources Sought request. The Department of the Air Force, 57th Intelligence Squadron, is looking to acquire Sensor Beam Support Services. The Performance Work Statement (PWS) outlying the requirement is attached. The period of performance shall be in accordance with the Delivery Schedule identified in the contract. The Government anticipates that should a solicitation be placed, potential offerors will have the opportunity to conduct a site visit to properly assess the scope of work prior to submitting any quotes and have an opportunity to ask questions. Instruction to Offerors: To indicate positive interest or submit questions in regards to this requirement, please submit the following to the Carissa Heuertz, carissa.heuertz@us.af.mil, and Amanda Henderson, amanda.henderson.10@us.af.mil. Recent and relevant past performance on similar work and indicate how your firm is capable of performing the services as identified above. If none, indicate as such. A lack of past performance does not preclude contractors from indicating positive interest. Explain how your firm is capable of providing warranty for this type of service rendered. Indicate the firm�s SBA�s set-aside under the NAICS 541330. POC (name, telephone number, and email address) along with contractor's CAGE Code, DUNS. Provide any additional questions concerning this requirement. Required Information: Do you have experience in technically documenting electromagnetic systems parametric data, weapon system characteristics, performance and electronic fit, analysis and documentation of airborne target signatures?� If so, how? Are you familiar with the DoD Mission Planning Data Schema�s to include PFPS, XPLAN, JMPS, CARB, and others? Please elaborate. Are you familiar with Joint Electromagnetic System Operations (JEMSO) including the US Electromagnetic Systems Database (USELMS) and the Blue Airborne Target Signatures (BATS) database; and Intelligence Mission Data (IMD) production? If so, please describe each. Intelligence Mission Data covers several areas however we are interest in these three pillars: Signatures, electromagnetic warfare integrated reprogramming (EWIR), and characteristics and performance (C&P) data; can you tell me about your familiarity with each? Do you have an established Intelligence Mission Data production infrastructure?� If so, please elaborate. Do you have expertise in producing Electromagnetic Warfare Integrated Reprogramming (EWIR) files in all of the three (3) different IMD Tier levels (e.g., I, II, and III) and combinations of complexity levels? Please explain and define each tier level. Describe the fundamental differences in a radar system modelled in EWIR verses CSDB. Do you have expertise in producing Radar Cross Sections (RCS) (3D and Bowtie), Antenna Patterns, Electro-optical and Infrared (EO/IR), Acoustics, Joint Electromagnetic (JEM), and high range resolution (HRR data)? Do you have any experience on high performance computers (HPCs) and/or cluster systems to include job scheduling and resource management? Please explain. Do you have any experience in measurement data; facilities that have the capability to conduct measurement signatures data? Please explain. Are you familiar with tasks required to research, produce computer aided design (CAD) models for Signatures predictive analysis engineering assessments, build scientific technical documents, perform studies and reviews for the electromagnetic systems? Please list the electromagnetic spectrum related software you have experience in, (e.g., Xpatch, Wavefarer, Matlab, Simulink, etc.).� Also list your experience with CAD modeling tools (e.g., RhinoCAD, ACAD, etc.)? Please explain. Do you have any experience with monitoring and managing requests for information (RFI) and requests for production (RFP), and production events? Please explain. Do you have experience with analysis on passive and active radar systems; other passive detection systems; Missile Warning Receivers; Electronic Counter Measures (ECM) systems; Electro-optical and Infrared (EO/IR) systems; Communications Systems; Surface-to-Air Missiles (SAMs); Anti-aircraft Artillery (AAA); and Air Defense Artillery (ADA)? Please explain. Are you familiar with the following formats and standards: United States Electromagnetic Systems Database (USELMSDB), Electromagnetic Warfare Integrated Reprogramming Database (EWIRDB), Combat Support Database (CSDB), Blue Airborne Target Signatures Database (BATS), and the NATO Emitter Database (NEDB)? Please explain. Are you familiar with risk management framework certification and accreditation for software, hardware, and network systems? Please explain. Can you conduct trade studies to include requirements definition, cost performance analysis, feasibility studies, long-range analysis, and other studies?� Please explain. Are you familiar with creating, replacing, updating, migrating and deleting USELMSDB, EWIRDB, NEDB, BATS, CSDB, platform characteristics and performance, IMD, and TechSIGINT related studies? Please explain. Have you conducted research projects pertaining to parametric data, signature data and events, system C&P and associated electronic fit? Please explain. Do you have researchers with the required expertise to perform all levels of research tasking and with the appropriate security clearances for Signatures, USELMS, and CSDB? Please explain how this would be conducted. Are you familiar with the various security classification guidelines (eg. EWIR, ELINT, etc.)? Please explain. The 57 IS Combat Support DataBase, USELMS, and Signature Flights have both domestic and international components involving Foreign Military Sales and Five Eyes (FVEYs alliances with the United Kingdom, New Zealand, Canada, Australia and US). Do you have past experience with Foreign Military Sales, such as Japan (or others?) or any FVEY�s alliance partners?� Please explain. Do you have the capacity for maintaining a physical and electronic technical library? What capacity? Are you familiar with COTS systems such as ORACLE, SYBASE, or PostgreSQL relational database management systems software tools in UNIX or MS Windows client/server workstation configurations, and other configurations involving MS Windows compatible workstations? Please explain. What COTS software are you familiar with for Signatures products? Please explain. Are you familiar with other parametric data systems (eg. NIODB, SPIRIT, SPECTRE, etc.)? Please explain. Do you have the ability to house and use large GFE items such as high performance computing items and can you maintain equipment and have the knowledge, skills, and certifications necessary to perform the required services and support? Please explain. What is your seating capacity for personnel at your site for meetings and conducting quality reviews? Do you have a customer service department that can assist personnel and data requests 24-7 if required? Please explain. Are you familiar with developing, producing, and delivering training courses and providing instruction in analysis, quality control of parametric and signatures studies and other activities? Please explain. Can you assemble a team of approximately 125-160 employees that can successfully accommodate 10-12 Task Orders per year, with occasional surges and/or decreases in workload? If so, please explain. How much Program Management experience does your team have in maintaining cost, schedule, and performance? What guides, tools, or meetings have you employed to maintain each parameter? How do you maintain quality control of your team�s performance and products? Has your leadership team ever been involved with an audit, protest, or involved with USAF Inspector General Interrogations? If so, please explain. Are you familiar with requirements of the National Industrial Security Program Operating Manual (NISPOM) and 22 CFAR 120 � 130 of the International Traffic in Arms Regulations (ITAR)? Please explain. Can you conduct engineering-level analysis and quality control on various military and commercial electromagnetic systems, documenting the characteristics of each system in the analysis study and quality control file? Please explain. Do you have a facility within 25 miles of Lackland Air Force Base? Do you have any questions regarding the 57 Intelligence Squadron, its organization, or mission? Do you have any experience with any intelligence requirements systems? Please explain. Do you have any experience with the following systems/tools, if so, please explain?
