Sources Sought Notice: 75N97021R00016 NATIONAL INSTITUTES OF HEALTH (NIH) NATIONAL LIBRARY OF MEDICINE (NLM) � Operation and Maintenance of the Federal Chimpanzee Sanctuary System for Retired Chimpanzees This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This announcement constitutes a Sources Sought (market survey). This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). In accordance with FAR 52.215-3, the Government will not pay for any information/items submitted in response to this notice. Any solicitation resulting from this notice will be published separately. Purpose �The primary purpose of the Federally Supported Chimpanzee Sanctuary System (the Sanctuary) and this requirement is to provide for the lifetime care of up to 330 chimpanzees that have been used, or were bred or purchased for use, in research conducted or supported by the National Institutes of Health, the Food and Drug Administration, or other agencies of the Federal Government. In accordance with the CHIMP Act, the NIH is seeking to identify qualified non-profit private entities capable of operating the sanctuary and providing lifetime care of Federally owned and Federally supported chimpanzees in accordance with the Statement of Work and in compliance with applicable Federal laws, regulations and policies. Background In 2000 Congress passed the Chimpanzee Health Improvement, Maintenance, and Protection (CHIMP) Act.�� In the Act Congress designated that the Secretary of Health and Human Services shall provide for the establishment and operation of a national sanctuary system for federally owned and federally supported chimpanzees no longer needed for research.� The Division of Program Coordination, Planning, and Strategic Initiatives (DPCPSI), a component of the National Institutes of Health (NIH), is the office responsible for programmatic oversight of the Federally Supported Chimpanzee Sanctuary System (the Sanctuary). A draft Statement of Work (SOW) and evaluation criteria are attached to this Sources Sought Notice. �All responsible sources may submit a capability statement which will be considered by the NIH. �Requirements: SEE ATTACHED DRAFT STATEMENT OF WORK FOR FULL REQUIREMENTS Interested firms responding to this market survey must provide a capability statement demonstrating their experience, skills and capability to fulfill the Government�s requirements.� The capability statement shall be in sufficient detail, but not to exceed 10 pages, so that the Government can determine the experience, capability, and eligibility of your firm.� Responses to this announcement should include: (1) name and Address of the Organization, (2) socio-economic status type, (3) point of contact with name, title, phone, fax, and e-mail, (4) DUNS number, (5) contractor capability statement addressing the requirements, (6) list of organizations to whom similar types of services have been previously provided to include contract number, dollar value, and name and phone number of the contracting officer. Please Note: All businesses must be registered within the System for Award Management (https://sam.gov).� Interested sources are required to send all capability statements to Em�Ria J.
