- THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Naval Air Warfare Center Training Systems Division (NAWCTSD) intends to negotiate, on a sole source basis, a contract a contract with Aechelon Technology for the procurement of the following: Increased software capability to the PC NOVA Image Generator and Radar simulation in support of adding the HC-27J platform capabilities to the reconfigurable USCG MS-ORT for Minotaur, supporting the HC-130J aircraft platform.� This reconfigurable MS-ORT is designed to support three (3) USCG aircraft platforms.� The HC-27J is the third platform and the focus of this effort.� The HC-27J has additional Radar and FLIR systems capabilities that must be added to the PC NOVA IG and Radar simulation. This Requirement includes: Radar: The contractor shall include the Receive & Display simulated APS-143 MP & APS-143 Native Radar, APS-143 (native) sensor sourced tracks. Per attachment 1. ????EO/IR: The contractor shall include the Receive & Display 380HD EO/IR (VMTI) sensor sourced tracks as established in the HC-130J MS-ORT.� Per attachment 1. Digital Nautical Chart (DNC): The contractor shall update the DNC database in the PCNOVA. ??????????????MS-ORT IOS and System integration: The contractor shall support integration and test with the MS-ORT IOS to include advanced humanoid correlation with the PCNOVA IG on site at NAWCTSD.� The contractor shall support MS-ORT System integration and test on site at NAWCTSD thru HC-27J MS-ORT delivery to the USCG.� The contractor shall provide an Advanced Humanoid Site License (AHSL) for ATC Mobile for the MS-ORT. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C (c)(1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). �This synopsis is not a request for competitive proposals.� It is a notice that outlines the Government�s intent to contact on a sole source basis with Aechelon. All responsible sources may identify their interest and capability to respond to the requirement, by providing capability statements. However, the Government will consider all interested sources received within 15 days after date of publication of this synopsis. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. No solicitation document is available.� If no affirmative written response is received, the contract will be awarded without further notice prior to award.
