W91236-22-R-2002 DRAFT RFP��""Southern Expansion at Arlington National Cemetery"" THIS DRAFT REQUEST FOR PROPOSAL (RFP) IS NOT A FORMAL REQUEST FOR PROPOSAL. PROPOSALS ARE NOT BEING REQUESTED OR EVALUATED AT THIS TIME. A FINAL RFP WILL BE RELEASED AT A LATER DATE FOR WHICH INTERESTED PARTIES MAY SUBMIT PROPOSALS. Interested parties shall not submit proposals in response to this Draft RFP. This announcement neither constitutes a request for proposal or invitation for bid. This announcement should not be construed as a commitment by the Government for any purpose. Any proposals received in response to this Draft RFP will be discarded without review. The Southern Expansion procurement will be conducted on a full-and-open basis, without set-asides for small businesses. USACE hereby invites all interested parties to thoroughly examine the Draft RFP and attachments in their entirety and to submit comments in writing via the following email address: Synease.s.mcarthur@usace.army.mil and Ekaterina.oxley@usace.army.mil . In particular, USACE NAO is seeking feedback from interested parties on the following: 1. Feedback on the evaluation factors, as presented in the SF1442. 2. Contract Duration of 1905 calendar days. 3. Should the Government consider inclusion of a Schedule factor to assess techniques and approaches to potentially compress the schedule? Does industry anticipate that there will be opportunities to demonstrate their ability to compress the schedule, and should it be considered as one of the evaluation factors for award determination? 4. Should the Government consider inclusion of a priced option to compress the schedule? 5. Proposed Small Business subcontracting goals (refer to Factor 3, Small Business Participation Plan). 6. Comments on the technical documentations, refer to the attachments provided. Please note that the documents are in its draft form. 7. Currently the government anticipates a separate contract for the relocation of personnel, equipment and material to the new operations complex? What advantages might there be if this was part of the prime contract? What disadvantages do you foresee for the customer? 8. The Government is considering separate procurements for engineered soil, horticulture, and Furniture, Fixtures and Equipment (FF&E). What advantages might there be if this was part of the prime contract? What disadvantages do you foresee for the customer? 9. Are there any value engineering opportunities that could be incorporated as we finalize the contract documents? 10. Extensive and close coordination will be required with the adjacent DAR contractor; during Industry day this polled as the highest risk. Are there any contract terms that you would like to see to reduce the risk? 11. During Industry day site access polled as the third highest risk. Are there any contract terms that you would like to see to reduce the risk? 12. What is your plan for a project of this magnitude to address supply chain issues? 13. Completion of the project is of high importance to the customer. What construction activities are the highest risk to the schedule, and what are the factors that apply to that? Are there any contract terms or changes to the package that would help mitigate the risk? 14. Please list any other challenges that you see within the solicitation that we should consider, please provide? Interested parties will have until 23 November 2021, to submit comments regarding the Draft RFP. All comments shall be submitted in the Microsoft Excel format provided on the procurement website, separated by RFP section. Please do not make any changes to the Microsoft Excel formatting with the exception of adding rows as needed. USACE will not respond to, nor publicly post, any verbal or written questions or comments pertaining to the Draft RFP; however, USACE will consider comments when preparing the Final RFP. Interested parties will be given the opportunity to submit questions and comments in writing for USACE response once the Final RFP is issued. After the Final RFP is issued and proposals are received in response to the Final RFP, USACE intends to award a contract on the basis of best value to the Government, price and non-price factors considered. In developing the Final RFP from the Draft RFP, USACE may consider some or all of the comments received from interested parties in response to the Draft RFP.
