Description

In accordance with FAR 5.203(a), this presolicitation notice provides at least 15 days notification that the Naval Research Laboratory (NRL) intends to issue a solicitation for research and development titled Development, Testing and Assessment of Advanced EO/IR Aircraft Self-Protection Systems and Advanced ISR Systems. The requirement includes applied and experimental research, prototype development, and demonstration in the area of optical science with an emphasis on development of electro-optical and infrared (EO/IR) systems and techniques for Electronic Warfare (EW) and Intelligence, Surveillance and Reconnaissance (ISR) applications.� The anticipated level of effort involved will be a mix of labor categories, to include key personnel, equaling 215,200 labor hours over a five-year period: 43,040 labor hours for the base year; 43,040 for Option 1; 43,040 for Option 2; 43,040 for Option 3; and 43,040 for Option 4. The product service code assigned for this effort is AJ13: General Science & Technology R&D Svcs; General Science & Technology; Experimental Development. The proposed Request for Proposal (RFP) number for this requirement is N00173-22-R-6000. The RFP will be posted to contract opportunities via beta.sam.gov website on or after November 18, 2021 as full and open competition�through the use of competitive�procedures in accordance with FAR Part 15. Paper copies of the RFP will not be provided. In accordance with FAR 5.203(e), the RFP will have at least a 60-day response time. The actual closing date for proposals will be stated in the solicitation when issued. The anticipated award date is 6/30/2022. The place of performance will be at NRL located at 4555 Overlook Ave SW, Washington, D.C. 20375. All responsible sources may submit a bid, proposal, or quotation, which shall be considered by the agency.
