Description
The Department of Veteran Affairs, Network Contracting Office (NOC 01) located in Brockton, MA intends to enter into a sole source procurement, pursuant to the authority of FAR 6.302-1, with BL Mechanical Inc. for the following requirement: Boiler Safety Valves Statement of Work (SOW) VA Boston Healthcare System, Jamaica Plain BACKGROUND: Provide all labor and materials to perform the following: STATEMENT OF WORK: Provide and install safety valves and all requisite piping on medium pressure steam line in Building 5 of Jamaica Plain campus. Valves as followed: (1) 2-1/2 x 4 Carbon Steel Flanged (1) 1-1/2 x 2-1/2 Carbon Steel Flanged Work to be performed off hours. Contractor will be required to have a non-Enabled PIV card. Contractor will be escorted throughout his tenure on site. The NAICS code for this requirement is 238220 with small business size standard of $16.5 million. BL Mechanical Inc. is the only contractor capable of performing the required work because The boiler plant currently has malfunctioning safety valves on the medium pressure steam line. These valves need to be replaced to maintain a safe working environment for the Boiler Plant Operators. A shutdown of the boiler plant to install a new DA tank is already tentatively scheduled for November 6, 2021, and this shutdown would allow the new valves to be installed concurrently, preventing the need to have a second shutdown that significantly increases risk to the hospital of not being able to re-start the boilers. BL Mechanical is already performing work in the boiler plant during this shutdown and will be able to install the valves alongside the other work they are doing to minimize the risks involved. This notice of intent is not a solicitation nor is it a request for proposal. However, interested parties that believe they can satisfy the requirement listed above must clearly identify their capability to do so in writing by Tuesday, November 9, 2021 at 5:00 pm EST time. Responses should be sent to Issa Shawki at issa.shawki@va.gov. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
