- This notice announces the intent by the U.S. Army Medical Acquisition Activity (USAMRAA), 820 Chandler St, Fort Detrick, Maryland, 21702, to award a sole source contract to ISS, Inc. under the statutory authority 13.501(a). This contract is for the purchase of Identrust External Certificate Authority (ECA) certificates for use at the United States Army Medical Research and Development Command (USAMRDC). United States Army Medical Research and Development Command (USAMRDC), Enterprise Information Technology Project Management Office (eIT PMO) requires external collaborators to be able to access the regulatory software products that are in place to support the command. Identrust External Certificate Authority (ECA) certificates are in use by the eITPMO in order to allow the external collaborators to reach and authenticate the software products. eIT PMO provides the customer with a voucher purchased from Identrust that they can then use to have Identrust verify their identity and issue them a certificate on a smart card. Identrust Services is the only source to provide the external certificates for the external collaborators. The eIT PMO has processes in place to manage the certificates, and the enterprise applications are configured for access using the Identrust Services certificates. After conducting approximately 200 hours of research into the ECA PKI program Identrust was identified as the only contractor with the ability to allow the eIT PMO to receive vouchers that they are able to track and issue to users as they are required. Identrust is the only vendor that will ship the certificates directly to the users. Over the initial 6 months of the previous contract, the eIT PMO Product Sustainment Lead and Customer Support Lead spent over 100 total hours and $9,387.00 to develop a process for managing and tracking the certificates for new users and issuing renewal certificates for users that require renewals after their first year. These resources spent building this process also addressed the communication of process to the end users and learning to understand/facilitate their interactions with the External Certificate Authority vendor. It would take a customer support analyst and a product lead 40 hours each to create a new process for tracking and a new process would have to be followed by all of the end users who are issued the certificates. If another vendor was selected for this contract, users who already have PKI certificates through Identrust would have to repeat the identity verification process with a different vendor in order to continue to access the eIT PMO applications. Without access to the External Certificate Authority vouchers through Identrust Services, external collaborators will no longer be able to access the regulatory applications hosted by the eIT PMO. This will affect the ability to meet the mission requirement to provide access to external collaborators in the creation of vaccines and devices. The North American Industry Classification System (NAICS) for this requirement is 334111 and the size standard is 1,250.� This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a). USAMRAA intends to award a contract no sooner than 15 days after publishing this synopsis. This Special Request for Information is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the expiration date listed in this notice, which reflects at least fifteen (15) days after the publication of this notice, the award will be issued as sole source.
