Description

NOTICE OF INTENT: The U.S. Army Contracting Command - Orlando�intends to award a sole source, Firm-Fixed�Price (FFP) GSA Contract 47QTCA18D00JG, purchase order to AT&T Mobility�LLC for the Joint Readiness Training Center (JRTC) Combat Training Center�Instrumentation System (CTC-IS) Multiprotocol Label Switching (MPLS)�wireline services. The�wireline service is required to conduct training operations on Fort Polk�Louisiana. AT&T is the current service�provider and provides over 95% of the infrastructure coverage throughout�the training area. The Government is�not going to replace the recently fielded and tested communication system�that AT&T has been approved to�operate. The CTC-IS requires a commercial cellular backbone for�transmission of instrumentation and processing�of data. The wireline service will utilizes the installed infrastructure within�the training area. The proposed North American Industry Classification System (NAICS) Code�is 517311 Wired�Telecommunications Carriers, PSC D304 IT and telecommunications and�transmission, with a corresponding size�standard of 1,500 employees. The proposed contract action for which the�Government intends to solicit from and�award to one source is in accordance with FAR 8.405-6(a)(1)(B), ""only one�source is capable of providing the supplies or services required at the level�of quality required because the supplies or services are unique or highly�specialized."" The Government intends to execute this award on or around 1�Feb 2022. This notice is neither a request for quotation nor a solicitation of�offers; however, all responsible sources may submit a capability statement,�proposal, or quotation, which shall be considered by the agency.
