- THIS IS A REVISION TO PRE-SOLICITATION NOTICE�SPE603-21-R-0510 ORIGINALLY PUBLISHED MAY 20, 2021, CHANGED DUE TO FY22 SOLICITATION NUMBER CHANGE.� The Defense Logistics Agency (DLA) Energy anticipates issuing a Request for Proposal (RFP) for non-personal, Government-owned, Contractor-operated (GOCO) Aircraft & Ground Fuel Services and Storage & Distribution services at Sheppard Airforce Base, TX and Vance Airforce Base (AFB), OK. Bulk Storage operations shall be performed using best commercial practices and guidelines in accordance with (IAW) all applicable Local, State and Federal regulations. The Contractor shall be responsible for and furnish as required all personnel, equipment, and/or material necessary for providing these services. The services include management, operation, maintenance, product quality surveillance, inventory control and accounting, security, safety, and environmental protection of Sheppard AFB and Vance AFB. This procurement will be a 100% Service-Disabled Veteran-Owned Small Business Set-Aside, under NAICS 493190 (Other Warehouse and Storage) with a size standard of $30 million dollars. A best value acquisition strategy using the Lowest Price Technically Acceptable process in accordance with FAR 15.101-2 will be used for this acquisition. The Government anticipates awarding two (2) separate firm-fixed price contracts from this solicitation; one for each base. Offerors do not have to submit proposals on both installations to be considered for award. The period of performance is June 1, 2022 through May 31, 2026 for a four-year base period and one five-year option period from June 1, 2026 through May 31, 2031 in accordance with (IAW) FAR 52.217-9. Additionally, the option to extend, not to exceed six months, will be included IAW FAR 52.217-8. The contract award will be subject to FAR 52.222-41, The Service Contract Labor Standards (formerly known as the Service Contract Act of 1965). All responsible sources may submit an offer which will be considered for award. � The solicitation is anticipated to be issued to Contracting Opportunities website at www.SAM.gov. The pre-proposal conference location, date, and time is to be determined. Interested companies responding to the solicitation will be required to register in the System for Award Management (SAM.gov) and Procurement Integrated Enterprise Environment (PIEE) formally Wide Area Workflow (WAWF). A Sources Sought Notice was previously issued for this requirement under SPE603-21-R-5X03 on March 31, 2021. Solicitation number is SPE603-22-R-0502
