Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.� This is a combined synopsis/solicitation. �THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. �This will be a 100% set-aside for Small Business procurement. The solicitation number is W912PM21Q0042 and the solicitation is issued as a Request for Quote (RFQ). The NAICS code is 621910 with a small business size standard of $16.5M. �This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2021-07. Description of Requirement: �The Contractor shall furnish all labor, materials, and services, to provide the U.S. Army Corps of Engineers, Wilmington District, B. Everett Jordan (BEJ) Dam with a Standby Confined Space Rescue (CSR) Team that consists of two (2) personnel to support the replacement of the Service Gate #12 and the ladders on one side of the outlet tower. �The Standby Confined Space Rescue (CSR) Team shall be trained and certified in Confined Space Rescue, and have a valid State or Federal photo identification, and provide proof of current First Aid and CPR Certifications. �The Contractor is responsible for providing Entry Supervisor and/or Attendant as defined by the Permit-Required Confined Space Entry Program (Enclosure A). �The responsibilities of these positions can be fulfilled by a single individual, i.e., the Attendant and Entry Supervisor may be the same person. �This person may be an acting member of the CSR Team, i.e., an added individual to the team to fulfill these roles is not necessary. �The work will occur in two phases. �Phase 1 is expected to take no more than 12 days, phase 2 is expected to take no more than 9 days. �There will be no break between phases; work will continue until the completion of the job. Evaluation and Award: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award shall be made to the lowest priced technically acceptable offer. �See solicitation provision 52.212-2. Each offeror must submit both a Price Quote and a Technical Proposal via EMAIL to james.p.arnold@usace.army.mil and rosalind.m.shoemaker@usace.army.mil. �No hard paper copies will be accepted or evaluated. Both the Price Quote and the Technical Proposal must be received by the closing date and time set for receipt of quotes. In an effort to reduce paperwork and reduce cost, all quotes shall be submitted electronically. All submissions shall be in Adobe PDF format and shall be on 8 � x 11 size pages in no less than a 10 pitch or 10 font. Offerors may use compressions utility software such as WinZip or PKZip to reduce file size and facilitate transmission. The time & date of Quote receipt will be the delivery time & date recorded within the email submission as received by the individuals listed above. Do not assume that electronic communication is instantaneous. Offerors should time their upload effort with prudence by not waiting until the last few minutes�this will allow for unexpected delays in the transmittal process. If an electronic submission is uploaded minutes before the deadline but the upload or transmission doesn�t complete until after the deadline, the submission will be considered late.
