- NASA/GSFC plans to issue a Request for Proposal (RFP) for a follow-on contract, Omnibus Multidiscipline Engineering Services III, to provide support to the NASA/GSFC Engineering and Technology Directorate (ETD). The ETD is GSFC�s largest organization responsible for providing multidiscipline engineering expertise to all projects within GSFC, including Joint Polar Satellite System (JPSS) and NASA�s Exploration and In-space Services (NExIS). OMES III will provide the most comprehensive engineering capability in core discipline skills (Mechanical, Electrical, Software, Quality Inspection, etc.) essential for completion of JPSS and NExIS requirements.� The principle purpose of this contract is to acquire services for the study, design, systems engineering, development, fabrication, integration, testing, verification, and operations of space flight, airborne, and ground system hardware and software, including development and validation of new technologies to enable future space and science missions.� The place of performance for OMES III will be at the NASA/GSFC and contractor facilities.� It is anticipated that the subject contract will be a Cost-Plus-Fixed-Fee (CPFF), Indefinite Delivery Indefinite Quantity (IDIQ) Single-Award contract with a five-year ordering period, with a potential additional 6 months per FAR Clause 52.217-8, Option to Extend Services.� The maximum ordering value will be $719 million, with a unilateral upward adjustment capability of 30% for programmatic uncertainties, if needed, for a total potential Maximum Ordering Value of $934.7M.� The Government anticipates a release of the Draft Request for Proposal (DRFP) in early December 2021.� This will be an opportunity for potential offerors to provide questions, comments or any concerns regarding the DRFP and attachments which includes the SOW. Further, potential offerors will be instructed to submit their Organization Conflict of Interest (OCI) mitigation strategies after DRFP release in order for NASA to review them and provide responses to each potential offeror prior to the final RFP release.� No proposal/offer is to be submitted during this posting. The Government does not intend to acquire a commercial item using FAR Part 12.��� This procurement will be a full and open competition.� The anticipated Small Business goals for this procurement are as follows:� Total Small Business Goals 28%; Small Disadvantaged Business Concerns (SDB) 5.0%; Women Owned Small Business Concerns (WOSB) 5.0%; Historically Black Colleges & Universities 1.0%; HUBZone Small Business Concerns 1.5%; Veteran-Owned Small Business Concerns (VOSB) 6.0%; Service-Disabled Veteran-Owned Small Business Concern 2.0%. The NAICS Code and Size Standard are 541715 and 1000 employees, respectively. The anticipated release date of the RFP is on or about January 31, 2022 with an anticipated offer due date of on or about March 2, 2022. Contractor must have a �Secret� level facilities clearance at time of proposal submission. All responsible sources may submit an offer which shall be considered by the agency. The anticipated contract award date is on or about February 6, 2023.
