- U.S. GOVERNMENT General Services Administration (GSA) seeks to lease the following space: State: MO City: St. Louis Area Delineated Area: North:� I-270 West:� I-270 South:� From I-270 to I-64 / Highway 40 to the City Limits of St. Louis to the Missouri River East: Missouri River (See the attached map) Minimum Sq. Ft. (ABOA): 68,600 Maximum Sq. Ft. (ABOA): 69,100 Space Type: Office (13,365 +/-2%), Warehouse (11,711 +/-2%), Laboratory (43,524 +/-2%) Parking Spaces (Total): 0 Parking Spaces (Surface): 98 spaces or local code, whichever is greater Parking Spaces (Structured): 0 Parking Spaces (Reserved): 0 Full Term: 20 Years Firm Term: 20 Years Option Terms: 5 Years (2) Additional Requirements: Class A facility having contiguous space without ramps. A single story structure is preferred but the requirement can be spread up to 3 floors in height with each story having 16 feet clear height to the underside of the structure above.� Two stories can be substituted for the entire office and�lab space area where the mechanical equiment is housed on the upper story and the upper story is not counted as ABOA SF or RSF. If a multi-tenanted building the Government space must be physically and environmentally separated from other tenants. Approximately 10K to 15K additional square feet required for common space electrical and mechanical rooms.� The mechanical room may be approximately 7.5K to 10K with a 24� clear height. 2 loading docks 48� to 52� high that can accommodate up to a 73� tractor trailer.� Site and access shall accommodate truck turning radii. Cannot be located next to a business that offers inherent risk of danger. For example, a propane plant, gas station, electrical sub-station, or concrete plant The location must have a primary and alternate route of vehicle egress. Building must have stable and reliable source of power. Must be located in an area with a robust IT infrastructure and phone service. The building shall not be located within 250 linear feet from an active or non-active railroad track. RP8 Seismic Compliance. 3,000 lb floor loading for warehouse space. Level III Security. Neighborhood and Parking: Inside City Center: Space shall be located in a commercial�district with attractive, prestigious, and professional surroundings with a prevalence of modern design and/or tasteful rehabilitation in modern use.� Streets and public sidewalks shall be well maintained. Neighborhood and Parking: Outside City Center: Space shall be located 1) in an office, research, technology, university, or (commercial) business park that is modern in design with a campus-like atmosphere; or, 2) on an attractively landscaped site containing one or more modern office Buildings that are professional and prestigious in appearance with the surrounding development well maintained and in consonance with a professional image.� Column space must be no less than 22 on center to allow for functional and economical layout.� A standard laboratory module is 11 feet x 11 feet. Space shall have adequate external area available for installation of grade mounted equipment such as generator, mechanical systems equipment, bulk liquid gas tanks, screened dumpsters. Building should have a minimum set back from vehicle parking subject to Government�s review of individual building or site conditions. 24-hour access, 7 days a week is required. See submission requirements below including #14. Offered space must meet Government requirements for fire safety, accessibility, seismic, and sustainability standards per the terms of the Lease.� A fully serviced lease is required.� Offered space and access roads shall not be in the 500 year flood plain. Entities are advised to familiarize themselves with the telecommunications prohibitions outlined under Section 889 of the FY19 National Defense Authorization Act (NDAA), as implemented by the Federal Acquisition Regulation (FAR). ). �For more information, visit: https://acquisition.gov/FAR-Case-2019-009/889_Part_B. Expressions of Interest Due: October 19, 2021 Occupancy (Estimated): September 1, 2024 Expressions of interest must include the following information: Building/site name and address and location of the available space within the building/site. Rentable square feet available and expected rental rate per rentable square foot (for each space type: Office and Warehouse), showing the rent broken into Shell rent and Operating expense rent. ANSI/BOMA office area (ABOA) square feet to be offered and expected rental rate per ABOA square foot, fully serviced. Indicate whether the quoted rental rate includes an amount for tenant improvements and state the amount, (if any). Date of space availability. Building ownership information. Amount of parking available on-site and its cost. Include whether�expected rental rate includes the cost of the required Government�parking, (if any). Energy efficiency and renewable energy features existing within the building and if it is Energy Star rated. List of building services provided. One-eighth inch scale drawing of proposed space offered or marketing brochure illustrating the floor plans and proposed space, or proposed site layout. Name, address, telephone number, and email address of authorized contact. In cases where an agent is representing multiple ownership entities, written acknowledgement. Flood plain map showing property outside flood plain. If not the building owner, written authorization to represent/show the property or a fully executed letter of intent to purchase. Offeror must submit a plan to form a contractual relationship with a qualified design and construction team with demonstrated laboratory facility experience to include 5 similar laboratory projects.� Similar projects being defined as chemistry and microbiology laboratory design and construction of similar complexity and scope of this project. Each project must contain a minimum of 30,000 usable square feet of dedicated laboratory space. Offeror must provide evidence in meeting the 16 foot clear height for the entire office and lab space (or combined 2 stories into a single floor) and 24 foot clear height for the 7.5K to 10K SF mechanical room.
