- Pre-Solicitation Notice: Network Contracting Office, NCO17 anticipates awarding a Firm-Fixed-Price construction contract for, Repair Emergency Department (ED) Road, Project No. 674-22-161, Olin E. Teague Veterans Medical Center (VAMC) 1901 Veterans Memorial Drive, Temple, Texas 76504. The method of procurement shall be an Invitation for Bid (IFB) in accordance with the procedures set forth in Parts 14 and 36 of the Federal Acquisition Regulation (FAR), with an estimated issue date of October 29, 2021, and a projected bid due date of December 1, 2021. Contractor shall provide all necessary labor, materials, equipment, and supervision to complete all project work to repair the road in the entrance of the Emergency Department on Teague Place RD. Work performed will be done at the Central Texas Veterans Health Care Facility in Temple at 1901 Veterans Memorial Drive, Temple, Texas 76504. After all work is completed, the contractor will have a walkthrough with the Project Manager (PM) or VA COR to ensure all work is completed and ready to receive payment. The Government will not provide any materials, equipment, labor, or trades for this project. It is the sole responsibility of the Contractor to meet the requirements of this project without any assistance from the Government. The Government will provide access and information only for this project. The Contractor shall sawcut, dig, remove and dispose of existing asphalt pavement, sidewalk, and concrete curbs along the westside of Teague Place road between intersections of W Ave U and Road 1A as specified in drawings. The existing asphalt and concrete will be removed from VA property the same day as excavation. The Contractor shall excavate additional material as required to provide 6 of concrete pavement. The Contractor shall grade and slope the area for proper water drainage to the storm drains. The Contractor shall prep subgrade. At least 6 of moisture conditioned subgrade is required. The Contractor shall, provide and install 6 of concrete pavement. At least 4000 PSI/48-hour high early strength is required. The Contractor shall provide and install #4 rebar for reinforcement at 12 O.C.E.W. The Contractor shall replace sidewalk to include ADA ramps. The Contractor shall replace concrete curbs and gutters on the westside of Teague Place road with 4000 PSI concrete, 3 #4 Rebar and Expansion Joints every 30 ft. The curbs shall contain contraction joint spacing every fifteen feet (15) to avoid intermediate cracks. The base of the curb and gutter shall be 24 in wide and 2 in thick, the reveal of the curbs should be 8 high and 6 in wide, the flow shall be 16 in. The Contractor shall Install and connect a drain to the storm drain system at low spot in sidewalk at corner of Teague Place and Road 1. The Contractor shall paint the new curbs and traffic markings the same as existing using traffic paint. The Contractor shall ensure that proper milling to the height of the curbs. The Contractor shall, ensure that the butt joints and transitions are smooth with no visible difference from the existing pavement. The Contractor shall perform as the final step a wet test on the road and sidewalk to ensure there are no puddles or standing water and proper drainage. The VA PM or COR shall be present for this test. The Contractor shall at the end of the project, clean up, dispose of demolished, used materials, debris or waste at an approved off-limits location in accordance with applicable local, State and federal laws and regulations and pay any related fees. Project duration shall be 45 calendar days from issuance of the Notice to Proceed (NTP). This requirement is a competitive offer, Set Aside 100% for Service Disabled Veteran Owned Small Business (SDVOSB). The applicable NAISC code is 237310, $39.5 Mil. The magnitude of the construction estimated cost range: $100,000.00 - $250,000.00.
