- This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government at this time. This notice is intended strictly for market research. The purpose of this Sources Sought notice is to determine interest and capability of Other than Small Businesses and Small Businesses, including VIP-Verified Veteran-Owned Small Business (VOSB) or Service-Disabled Veteran-Owned Small Business (SDVOSB) prospective vendors relative to the North American Industry Classification System (NAICS) Code 339112 (Surgical and Medical Instrument Manufacturing) and the small business size standard is 1,000 employees. The Milwaukee VA Medical Center (Zablocki) located in Milwaukee, WI has the requirement for an LED Headlight System. The Government is requesting that Other Than Small Businesses and Small Businesses, including VIP-Verified VOSB or SDVOSB sources respond if it can provide the following products on a brand name or equal basis (Cuda): Item Item Number Description Qty Unit 0001 LSS-9500-SBD LED Headlight System w/Dual Bay Charger & Sport band, Headband with Carrying case 6 EA 0002 LSS-9500-DB-K LED Headlight System w/Dual Bay Charger & RCS Headband with Carrying case 6 EA The salient characteristics for the above is listed below: Technical and Functional Specifications LED Battery Powered LED Headlights Must include an LED light source with a minimum power of 10w The LED light source must have a minimum life of 50,000 hours System must include a variable module spot System must include a variable intensity control with a range between The headlight system must have a battery life no less than 2 hours and 30 minutes at full intensity. System must include a three (3) year warranty on the LED Headlight and a one (1) year warranty on the battery. Headlight system must be considered an FDA, Class 1 Device Listing Headlight System must comply with Essentials Requirements Matrix of MDD 93/94/EEC Must include six (6) systems with RCS (Rear Cranial Support) Hard Shell Band Each of these systems must include the following: One (1) LED Headlight with RCS Headband One (1) Power pack holster with Intensity control Two (2) Rechargeable standard batteries One (1) Extended life battery One (1) Dual bay battery charger One (1) Padded carrying with a shoulder strap Must include six (6) systems with Sport Band Each of these systems must include the following One (1) LED Headlight with sport textile band One (1) Power pack holster with Intensity control Two (2) Rechargeable standard batteries One (1) Extended life battery One (1) Dual bay battery charger One (1) Padded carrying with a shoulder strap Interested Other Than Small Businesses and Small Businesses including VIP-Verified VOSBs and SDVOSBs are required to submit an e-mail delineating: Qualifications, capabilities, and experience for providing this product; Business size/Socioeconomic status; If the product is on the Federal Supply Schedule or the Open Market; Manufacture location; and Memo or correspondence which authorizes distributor to distribute the manufacturer s products (if applicable). This is not a Request for Proposal or an announcement of a solicitation and no solicitation currently exists. Your responses will be used solely for market research purposes of the Government. The Government will not pay for any materials provided in response to this notice and submissions will not be returned to the sender. VOSBs and SDVOSBs must be registered and verified in VIP for set-aside consideration. Responses due are to be submitted by e-mail to Tiffany Pevey at tiffany.pevey@va.gov. The information requested must be received no later than 4:30p.m. CDT on November 10, 2021.
