- MARKET SURVEY ANNOUNCEMENT HIGH INTENSITY APPROACH LIGHTING SYSTEM WITH SEQUENCED FLASHING LIGHTS (ALSF-2) SERVICE LIFE EXTENSION PROGRAM (SLEP) 1.� Notice This Market Survey is being issued in accordance with Federal Aviation Administration (FAA) AMS Section T3.2.1.2 (A) (1) (b) as a Sources Sought Market Survey.� Please be aware of the following: (a) All vendors responding to this announcement are responsible for ensuring that documents submitted contain the appropriate proprietary marking;� (b) The Government does not intend to award a contract on the basis of this Market Survey;� (c) The FAA will not pay for any information received, or costs incurred, in preparing the response to the market survey;� (d) Your response to this survey will be treated as information ONLY. It shall not be used as a proposal; ( (e) The FAA has the option of conducting one-on-one communications as deemed appropriate without the obligation to hold communications with all respondents; (f) Respondent participation in any informational session is not a promise of future business with the FAA; (g) Providing a response to this Market Survey neither qualifies respondents for, nor excludes respondents from, responding to the resulting SIR, if any; and (h) This announcement is NOT A SCREENING INFORMATION REQUEST (SIR) OR REQUEST FOR PROPOSAL (RFP) and should not be misconstrued as such. Further, the FAA is not seeking nor accepting unsolicited proposals in response to this Market Survey. This Markey Survey in no way represents a formal solicitation for proposals, quotations, or bids with the intent to form binding agreements based upon results. FAA may (or may not), at the agency�s sole discretion, conduct an Industry Day Event and issue a formal solicitation for this requirement at a later time. Within that vein, any descriptive requirements and information provided by FAA in this exchange are subject to change and shall in no way be treated as final or binding. Not responding to this market survey does not preclude participation in any future Request for Proposal (RFP) announcement by FAA. 2. Introduction/Purpose The FAA is seeking vendors who can design, manufacture, test, and provide engineering support services for the ALSF-2 SLEP system. The FAA has an anticipated requirement for up to 74 ALSF-2 SLEP systems, field installations, along with associated technical and engineering support for these systems at various sites throughout the continental United States. It is anticipated that the Period of Performance (POP) will be a four year base period and (5) two-year options. To be considered for contract award, potential vendors must demonstrate the following: Engineering capability to design, develop, manufacture prototype within 12-month period the ALSF-2 SLEP system per the attached FAA-E-2999 specification. Capability to develop design documentations to support the development and test phases of the ALSF-2 SLEP. Full understanding of the FAA Test and Evaluation process and have the capability to conduct First Article Qualification Tests to verify and validate all the ALSF-2 SLEP FAA-E-2999 requirements. Have a fully operational production line capable of producing the ALSF-2 SLEP systems within nine months after First Article is approved; An ability to develop a Technical Instruction Book (TIB), Technical Data Package (TDP), and training material; Have an ability to provide logistic support, including Interim Contractor Depot Logistics Support; and Have the capability to perform field installation of the ALSF-2 SLEP equipment at various FAA airport sites. 3.� Nature of Competition A procurement strategy has not been determined at this time and will be selected depending on the responses to this market survey announcement.� 4. North American Industry Classification System (NAICS) Code The NAICS code for this requirement is 335129: Other Lighting Equipment Manufacturing. If other NAICS codes are believed to be appropriate, industry responses should identify and explain why the additional NAICS codes should be considered under this market survey.� 5.� Submittal Requirements for Market Survey Respondents must provide written documentation that demonstrates its ability to meet all requirements set forth in SECTION 1 Introduction/Purpose. In addition, respondents must complete the attached Business Declaration Form. All responses (one per company) must include a transmittal letter on company letterhead. Respondents may not use a font size smaller than 12. The page limitation is 10 pages, and single space. 6.� Delivery of Submittals Written capability responses must be received no later than 5:00 PM EST 12-10-2021.� Responses should be submitted submission to Haben Woldemichael, Contracting Officer, Haben.Woldemichael.@faa.gov and Michael Jones, Contract Specialist, Michael.E.Jones01@faa.gov and reference ALSF-2 SLEP SYSTEM.� Telephone calls or paper submissions will not be accepted.� Responses will not be returned. Any proprietary or confidential information contained in the submissions must be appropriately marked.
