Request for Information � Monomethyl Hydrazine 5 November 2021 INTRODUCTION: This is a Sources Sought notice issued by the Defense Logistics Agency (DLA) Energy-FEM - San Antonio, Texas. This is NOT a solicitation for proposals. �No awards will be made from the responses to this announcement. �However, responses may be used to determine the appropriate acquisition strategy for a future procurement. This notice issued by DLA Energy is to identify potential sources and solicit industry to express their capability and interest to provide all� the production related facilities, raw materials, supplies, management, tools, containers, transportation, and equipment and labor necessary for the manufacture of Monomethyl Hydrazine via a Raschig process, delivered F.O.B Destination to locations identified in the continental US in support of DOD, NASA, and Commercial Space Launch requirements. PRODUCT PRODUCTION: ��All products detailed below shall be produced using a Raschig based process.� MMH (NSN# 9135-00-148-9813), each container shall meet the requirements of Performance Specification Propellant, Monomethyl Hydrazine, MIL-PRF-27404D, dated 20 Apr 2012, and the following additional requirements: a.� Elemental analysis samples shall be prepared by obtaining the NVR residue by the hot plate method (D.2.1) using platinum dishes referenced in MIL-PRF-26536G. The propellant residue obtained from the aforementioned NVR analysis shall be processed for instrumental analysis using Nitric Acid for all pertinent steps in Appendix C of MIL-PRF-26536G. Inductively Coupled Plasma (ICP) ii. <0.1 ppm max Cadmium (Cd) as determined by ICP iii. <0.5 ppm max Tin (Sn) as determined by ICP iv. < 5 ppm max Silicon (Si) as determined by ICP v. <0.50 wt% organics as determined by GC MS vi. Toluene limit indictable by GC MS FACILITY AND OPERATIONS:� It is critical that all DLA customers have a reliable and dependable supply of monomethyl hydrazine. The contractor is responsible for delivering MMH as ordered, in accordance with the specification and additional factors above, as well as the terms and conditions of any potential contract. A supplier would be required to meet the needs for all DLA customers and use of MMH will be used for DOD, NASA, and Commercial Space Launch. DELIVERY: The Government shall order product by issuance of delivery orders by the DLA Contracting Officer. The Contractor shall deliver product fob destination in Contractor provided tanks/cylinders to both Vandenberg Space Force Base (VSFB), California and Kennedy Space Center (KSC), Florida in accordance with delivery order. a. Each Contractor tank/cylinder delivered shall be identified by batch #, date of manufacture, with representative assay data. Contractor shall retain duplicate copies of paperwork for the life of this contract and provide upon request. b. Contractor shall coordinate the pick-up and return of emptied tanks/cylinders with both VSFB and KSC personnel when requested. Contractor shall be responsible for return shipping costs. PRODUCT COSTS: Offered prices shall include all variable and incremental costs associated with production and transportation of products. DELIVERY ORDERS: The Government shall order product by issuance of delivery orders by the DLA Contracting Officer. SAMPLE TESTING: The Government may require Pre-Production Samples, First Article Analytical Samples, and Testing Samples. PRODUCTION/STORAGE: The government anticipates issuing one delivery order for the estimated annual requirement for each product at the start of the contract and at the beginning of each following year. The intent is to allow the contractor to schedule the production runs for each product in the most economical manner. However, the government may prioritize or adjust the order of product deliveries depending on demand and inventory posture. The contractor shall be capable of producing the annual estimated quantity of each product within the 12-month annual contract period. In the event there are product needs which are not identified in the annual requirement, the DLA Contracting Officer will issue a separate delivery order. The Contractor shall produce and have ready for delivery the product ordered outside of the annual requirement within 30 days of order unless otherwise specified in the delivery order. DISTRIBUTION SERVICE: Shipments shall be scheduled in accordance with DD Form 1149 issued by the Customer Account Specialist. Contractor shall comply with 49 CFR in the preparation of shipping documents and any federal, state, county and/or local required transportation forms. Shipping locations will be identified on orders but should be expected to be in the continental US, with deliveries to both the east coast and the west coast. ESTIMATED QUANTITIES: a.� Base Year � 30,000 pounds, delivery of first batch of 15,000 pounds in June 2022 b. Option Year One � 30,000 pounds c. Option Year Two � 30,000 pounds ANTICIPATED PERIOD OF PERFORMANCE: This potential requirement has a 3 year period of performance. CAPABILITY STATEMENT:� Interested qualified organizations should submit a capability statement for this requirement addressing the areas below.� Statements should include an indication of current business size and a list of available ancillary services available as well as any technical information believed to be useful to the Government. The capability statement at a minimum shall address the potential vendor�s ability of the following: a. �Capability to fully meet the MMH specification via a Raschig Process. b.� Capability to perform all the sampling/testing requirements listed in the specifications c.� Capability and willingness to allow government quality assurance inspectors access to supplier production/load-out plant to conduct quality assurance assessments as needed. d. Statement of ability to meet needs for all DLA Customers including DOD, NASA, and Commercial Space Launch e.� Capability for a potential Federal Government Contract, your company must be registered in the System for Award Management (SAM) https://www.sam.gov/portal/SAM/#1. Is your company registered SAM, and if so, what is your company's cage code and Duns # If your company is not currently registered in SAM, would you be willing to register in the SAM system? SUBMISSION INSTRUCTIONS: �All capability statements sent in response to this Sources Sought notice should be submitted to Patricia Dominguez, Contracting Specialist at patricia.dominguez@dla.mil.� All responses must be received by 15 Nov 2021 at 3:00pm Central Time, DISCLAIMER AND IMPORTANT NOTES:� This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. Respondents will be added to the prospective offerors list for any subsequent solicitation. However, responses to this notice will not be considered adequate responses to a solicitation.
