- Supplemental Special Notice November 5, 2021 On September 30, 2021, the General Services Administration (GSA) Federal Acquisition Service (FAS), Information Technology Category (ITC) issued a Request for Information (RFI) in GSA eBuy and SAM.gov indicating GSA�s intent to establish, on a competitive basis, a Multiple Award Blanket Purchase Agreement (BPA) against the Multiple Award Schedule (MAS) 518210C �Cloud and Cloud-Related IT Professional Services�, 54151S �IT Professional Services�, Ancillary, and Order Level Materials (OLM) Special Item Numbers (SINs), referred to as the GSA Government-Wide Cloud BPA.� A special notice was issued on October 27, 2021 encouraging all interested parties to submit an eOffer or modification utilizing the FAStLane process� to obtain a schedule contract with the necessary SINs and notify the GSA Government-Wide Cloud BPA Team via email at cloudenterprisewide@gsa.gov no later than November 7, 2021 to ensure that sufficient time is available to process the eOffer/modification.� The cutoff date for eOffer/modification submission has been extended until November 15, 2021. This notice supplements the initial notice giving additional clarity for the eOffer/modification and phases of the GSA Government-Wide Cloud BPA acquisition.� The GSA Government-Wide Cloud BPA acquisition will be conducted and awarded in phases based on Pools.� The pools are as follows: POOL 1 IaaS and PaaS Mandatory Special Line Item Numbers:� 518210C �Cloud and Cloud-Related IT Professional Services� and Order Level Materials (OLM) SINs Option Line Item Numbers: Ancillary SIN Estimated Date of Award:� January 2022 NOTE:� While the ancillary SIN is not required for Pool 1, it is encouraged as it may impact the BPA awardee�s ability to provide total solutions for order level RFQ requirements.� POOL 2 SaaS Mandatory Special Line Item Numbers:� 518210C �Cloud and Cloud-Related IT Professional Services� and Order Level Materials (OLM) SINs Option Line Item Numbers: Ancillary SIN Estimated Date of Award:� TBD 2022 NOTE:� While the ancillary SIN is not required for Pool 2, it is encouraged as it may impact the BPA awardee�s ability to provide total solutions for order level RFQ requirements.� POOL 3 Cloud Professional Services Mandatory Special Line Item Numbers:� 518210C �Cloud and Cloud-Related IT Professional Services� and Order Level Materials (OLM) SINs Option Line Item Numbers: 54151S �IT Professional Services� and Ancillary SINs Estimated Date of Award:� TBD 2022 NOTE:� While the 54151S �IT Professional Services� and Ancillary SINs are not required for Pool 3, it is encouraged as it may impact the BPA awardee�s ability to provide total solutions for order level RFQ requirements.� The below November 15th, 2021 cutoff dates apply to Pool 1 ONLY.� Cutoff dates for Pools 2 and Pool 3 will be established at a future date as the Government finalizes requirements. We encourage all parties who are interested in participating in the GSA Government-Wide Cloud BPA acquisition to submit an e-offer or modification utilizing the FASt Lane process if one or more of the following apply: (1) Your company is an interested party and does not currently possess a GSA Schedule contract NOTICE:� Vendors will not be able to participate in the GSA Government-Wide Cloud BPA if they do not have a GSA Schedule Contract with the necessary SINs.� The RFQ will be issued in GSA eBuy only.� The RFQ will not be accessible outside of eBuy.� Vendors who do not hold a GSA Schedule Contract with the necessary SINs will not be eligible to submit a quote. REQUIRED ACTION:� Submit a FASt Lane eOfffer to obtain a schedule contract with the necessary SINs and notify the GSA Government-Wide Cloud BPA Team via email at cloudenterprisewide@gsa.gov.� In the body of the email, include the eOffer number, date of eOffer submission, a point of contact, and indicate that the action is in response to the GSA Government-Wide Cloud BPA.� To participate in Pool 1, the eOffer must be submitted No Later Than November 15th, 2021 to ensure that sufficient time is available to process the eOffer.� Cutoff dates for Pools 2 and Pool 3 will be established at a future date as the Government finalizes requirements.� GSA will give priority to processing these modifications to provide additional vendors the opportunity to compete for the award of the GSA Government-Wide Cloud BPA.� The schedule contract must be in place prior to the issuance date of the RFQ (estimate mid-December 2021).� Visit the following website for addition details on the FASt Lane process: https://www.gsa.gov/technology/technology-purchasing-programs/mas-information-technology/sell-through-mas-information-technology/fast-lane-making-it-easier (2) Your company currently holds a GSA Schedule contract however your schedule contract does not cover the necessary SINs. NOTICE:� Quoters will not be eligible for BPA award if their relevant GSA Schedule contract does not contain the necessary SINs. � REQUIRED ACTION:� Submit a FASt Lane SIN add modification to add the necessary SINs and notify the GSA Government-Wide Cloud BPA Team via email at cloudenterprisewide@gsa.gov.� In the body of the email, include the modification number, date of modification submission, a point of contact, and indicate that the action is in response to the GSA Government-Wide Cloud BPA.� To participate in Pool 1, the modification must be submitted No Later Than November 15th, 2021 to ensure that sufficient time is available to process the SIN add modification.� Cutoff dates for Pools 2 and Pool 3 will be established at a future date as the Government finalizes requirements.� GSA will give priority to processing these modifications to provide additional vendors the opportunity to compete for the award of the GSA Government-Wide Cloud BPA.� The necessary SINs must be added to the vendor�s GSA Schedule Contract prior to the closing date and time of the RFQ.� Visit the following website for addition details on the FASt Lane process: https://www.gsa.gov/technology/technology-purchasing-programs/mas-information-technology/sell-through-mas-information-technology/fast-lane-making-it-easier (3) Your company currently holds a GSA Schedule contract for the necessary SINs however, the time remaining on your schedule contract is less than 10 years to cover the anticipated 10 year anticipated period of performance of the BPA and will expire prior to June 2032. NOTICE:� Quoters will not be eligible for BPA award if their relevant GSA Schedule contract will expire prior to June 2032, the anticipated period of performance end date, if no further option periods on the relevant GSA Schedule contract are available. The only exception to this rule is if a Quoter has a continuous contract. � REQUIRED ACTION:� Submit a FASt Lane eOffer to obtain a continuous contract and notify the GSA Government-Wide Cloud BPA Team via email at cloudenterprisewide@gsa.gov. In the body of the email, include the eOffer number, date of eOffer submission, a point of contact, and indicate that the action is in response to the GSA Government-Wide Cloud BPA.� To participate in Pool 1, the eOffer must be submitted No Later Than November 15th, 2021 to ensure that sufficient time is available to process continuous contract award.� Cutoff dates for Pools 2 and Pool 3 will be established at a future date as the Government finalizes requirements.� GSA will give priority to processing these modifications to provide additional vendors the opportunity to compete for the award of the GSA Government-Wide Cloud BPA.� The continuous contract must be in place prior to the closing date and time of the RFQ.� Visit the following website for addition details on the FASt Lane process: https://www.gsa.gov/technology/technology-purchasing-programs/mas-information-technology/sell-through-mas-information-technology/fast-lane-making-it-easier Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to eOffer and modification submissions in response to this notice.
