Description
This announcement, dated 05 November 2021, serves to disseminate NAVAIR answers to a subset of Industry questions received in connection with the METS DRAFT Request for Proposal (RFP) released 24 September 2021. See attached file labeled �211105�METS-Draft_RFP_Govt_Responses Batch III�. Secondly, the METS DRAFT RFP erroneously included METS Airplane Performance Work Statement (PWS) Appendix A attachment (titled Att-1 METS Airplane PWS Appendix A Cyber Security Plan 21July2021) CDRL instead of the required tasking. This update replaces the previously distributed file with the correct version of the attachment (titled Att-1 METS Airplane PWS Appendix A-Cyber Security Plan 21July2021). Third, NAVAIR is releasing the E-2D Angle of Attack (AOA) indexer system description for the purpose of providing an example to industry of how the AOA indexer system works on the E-2D based on a similar requirement for METS (titled E-2D Angle of Attack Indexer System Description). Lastly, NAVAIR is providing industry a final opportunity to submit any additional questions no later than 1000 EST on 15 November 2021. ****************************************************************************************** This announcement, dated 28 October 2021, serves to disseminate NAVAIR answers to a subset of Industry questions received in connection with the METS DRAFT Request for Proposal (RFP) released 24 September 2021. See attached file labeled �211028 METS-Draft_RFP_Govt_Responses Batch II�. ****************************************************************************************** This announcement, dated 19 October 2021, serves to disseminate NAVAIR answers to Industry questions received in connection with the METS DRAFT Request for Proposal (RFP) released 24 September 2021. See attached file labeled �211008_METS-Draft_RFP_Govt_Responses Batch I�. ******************************************************************************************* This announcement, dated 24 September 2021, serves to release the DRAFT Multi-Engine Training System (METS) Aircraft Request for Proposal (RFP), inclusive of Instructions, Conditions, and Notices to Bidders & Evaluation Factors for Award (i.e. Section L & M) and associated documents, for industry comments and questions. While there are no limits on the length of industry submission, we value concise, comments and questions regarding the DRAFT RFP and Section L & M with reference to page and section numbers. To this end, the questionnaire (titled �METS RFP Comment Sheet�) included herein is provided for the submittal of responses or questions. Responses shall be submitted no later than 5:00PM Eastern time on 18 October 2021. As it pertains to the potential for remanufactured METS aircraft solutions, the Government greatly appreciates industry's feedback.� The Government has reviewed industry inputs and assessed the Government's requirements while taking into consideration industry recommendations.� This analysis was informed by the anticipated METS aircraft usage (i.e., facilitating student naval aviator training), longevity of service life (i.e., through 2055), as well as the Government�s required delivery schedule.� Based on this review, the Government has determined a reconditioned or remanufactured aircraft is not in the best interest of the Government for the METS Aircraft procurement.� As a result, this notification further informs industry the Government's METS solution shall be a new aircraft (i.e., no reconditioned or remanufactured aircraft will be permitted).� In addition to the above, NAVAIR hereby advises industry of its intent to conduct a pre-solicitation conference, limited to the METS Aircraft only, the week of 1 November 2021.� NAVAIR anticipates issuing further scheduling details under a forthcoming notification.� The procuring contracting officer for this posting is Mr. Blake A. Strickland (blake.a.strickland.civ@us.navy.mil). Questions regarding this posting and industry comments to the DRAFT METS Aircraft RFP should be directed to NAVAIR Contract Specialist, Ms. Shannon Bromiley, at Shannon.k.bromiley.civ@us.navy.mil, with a copy to Blake A.
