- 1. OCI EVALUATION Phase I: An advisory, multi-step OCI evaluation process in accordance with FAR 15.202 will be used in this requirement. In Phase I, a review of any potential OCI concerning contractor affiliation with DoD developmental testing will be performed. Based on this review, the respondent will be advised a) that it does not have an OCI, (b) the mitigation plan is acceptable, or (c) that it has been determined that it does have an OCI that cannot be mitigated and therefore the respondent is unlikely to be a viable competitor. Phase II will be the evaluation of each Offeror's full proposal. This two-step process will allow potential vendors with OCIs to avoid the time and costs involved with preparing a full proposal. PROVIDING A PHASE I OCI SUBMISSION IS A REQUIREMENT FOR ANY COMPANY SUBMITTING A PROPOSAL IN RESPONSE TO PHASE II OF THIS PROCESS. OFFERORS WHO FAIL TO PROVIDE ALL REQUESTED INFORMATION FOR THEIR SUBMISSION WILL BE CONSIDERED NON-RESPONSIVE TO THE PHASE I EVALUATION. Three documents are provided: i. The document titled EPG OCI Phase I Instructions.docx outlines the documentation that potential Offerors are required to provide in response to this announcement. ii. A list of EPG'S systems and customers is provided in EPG Customers and Programs 20210825.xlsx. iii. The DRAFT EPG Performance Work Statement (PWS) 20211021. Offerors who fail to provide all requested information for their submission will be considered non- responsive to the Phase I evaluation. There is no page limitation. 2. This contract is estimated to be awarded as a hybrid cost-plus-award-fee/firm-fixed- price contract with a 90 day phase-in period, a 9 month base period, and four 12 month option periods, for a total possible Period of Performance (PoP) of five years. 3. For the purpose of small businesses, the NAICS Code is 541330, Engineering Services, and the size standard, based on the exception for engineering services provided for Military and Aerospace Equipment and Military Weapons, is $35.5 million in average annual receipts. Phase I OCI questions shall be due not later than 1000 AZ time on 15 November 2021. Address all questions, in writing, to: Emily M. Harston @ emily.m.harston.civ@army.mil and Tamrah L.
