- THIS IS A SOURCES SOUGHT NOTICE AND SHALL NOT BE SEEN AS A SOLICITATION ANNOUNCEMENT. The U.S. Agency for Global Media (USAGM), Office of Technology, Services, and Innovation, Broadcast Technologies Division, Engineering and Transmission Directorate (T/E/B) is seeking preliminary information, for market research purposes only, from capable and reliable sources who may be interested in submitting proposals to provide secure business class internet connectivity to support the remote broadcast monitoring network at USAGM broadcast facilities located in various regions throughout the world. USAGM is looking for innovative solutions to provide business class internet connectivity to our various locations, many of which are currently being serviced by Ku VSAT service as well as other locations that may come on line in the future. USAGM is looking for possible solutions for business class internet connectivity at the following locations (listed by region):� Africa: N'Djamena, Chad; Juba, South Sudan (two locations); Dakar, Senegal; Abidjan, Ivory Coast; Ouagadougou, Burkina Faso; Brazzaville & Point Noire Republic of Congo; �Bukavu, Goma, Kananga, Kisangani, Lubumbashi, Matadi, and Mbuji Mayu Democratic Republic of Congo; Accra, Ghana; Timbuktu, Gao & Bamako, Mali; Nouakchott, Mauritania; Niamey, Niger; Lome, Togo; Lusaka, Zambia; Bangui, Central African Republic; Freetown, Sierra Leone; Djibouti City, Djobouti; Nairobi, Dadaab, & Kakuma, Kenya; Hareisa & Mogadishu, Somalia; Kigali, Rwanda; Misrata & Tripoli, Libya; Lusaka, Zambia. Middle East: Hebron, Jenin, Nablus, & Ramallah, Palestine; Ajloun, Amman & Dadaab Jordan; Beirut, Bekaa Valley, Al Qubayyat, Deir El Aachayer, Jabal Safi, & Tripoli Lebanon. Southwest Asia: Asadabad, Gardez, Ghazni, Herat, Jalalabad, Kabul, Kandahar, Khost, Lashkar Gah, Mazar-e-Sharif, Mehtar Lam, Nuristan, Pil-Alam, Qalat, and Sharan Afghanistan; Al Amarah, Al Hilla, Al Samawa, An Najaf, Ar Ramadi, Erbil, Baghdad, Baquba, Basrah, Kirkuk, Mosul, Sulaymaniyah, and Tikrit Iraq; Kuwait City, Kuwait Responses can address one region, two regions, or all regions listed above. USAGM has a requirement for the provider to issue at least one public IPv4 fixed IP address for each location to interface with our current broadcast monitoring systems. USAGM will consider any and all possible solutions for business class internet connectivity (including combinations of technologies) using fixed line, satellite, cellular, Wi-Max and other technologies to securely connect our broadcast systems to our remote monitoring network. USAGM is especially interested in vendors that have the capability to integrate IT security solutions into their internet connectivity platforms. Interested parties should be able to provide all required equipment, technical support, and on-site maintenance support for their connectivity solutions. USAGM is exploring the possibility of establishing a one-year base, plus four one-year option periods, fixed price contract for business class internet connectivity including 24/7 online and telephonic support in English, on-site installation, repairs, and maintenance in Africa, the Middle East, and/or Southwest Asia. Response Requirements:� Interested Offerors that meet the requirements above are encouraged to submit a Statement of Capability (SOC) in response to this notice.� The SOC must include the following: (a)� At least two (2) contracts (including current point of contact information) in which the interested company served as either the prime contractor or a subcontractor (performing a substantial portion of the work described above) in Africa, the Middle East, and/or Southwest Asia. (b)� Provide a statement of your firm's ability to execute projects in various countries in Africa, the Middle East, and/or Southwest Asia. (c)� Years of company experience providing business class internet connectivity in Africa, the Middle East, and/or Southwest Asia. The SOC must contain a cover letter including the company name, local address, point of contact, telephone and e-mail address.� The SOC must be submitted via e-mail to the following address by November 22, 2021:� Contracting Officer: DWallace@usagm.gov; Contracting Specialist SByun@usagm.gov. The submission of this information is for planning purposes only to determine industry interest. It is not to be interpreted as a commitment by the Government to procure any services, nor does USAGM intend to award a contract on the basis of this request for information or otherwise pay for the information solicited. THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. ANY PROPOSALS RECEIVED AS A RESULT OF THIS NOTICE WILL NOT BE ACCEPTED OR EVALUATED.
