- This is a Sources Sought Notice. This is NOT a solicitation for proposals, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of qualified small Indian-Owned Firms (25 USC 47) and small businesses (FAR Part 19) that are an authorized testing lab (ATL) that can provide ONC Health and Information Technology testing services and upon successful testing, the authorized certification body (ACB) to provide certification for the IHS RPMS EHR. Your responses to the information requested will assist the Government in determining the appropriate acquisition strategy. BACKGROUND On July 28, 2010, Centers for Medicare and Medicaid (CMS) published a final rule that specifies the Stage 1 criteria order for eligible providers (EPs) and hospitals (EHs) to participate in the MU program. The first requirement is that they use a ""certified electronic medical record (CEHR/CEMR)"" per the Office of the National Coordinator (ONC) 2011 Edition. Indian Health Service (IHS) made changes to the Resource Patient Management System (RPMS) / Electronic Health Record (EHR) and in 2011, tested and achieved Office of National Coordinator (ONC) certification. On September 4, 2012, CMS published a final rule that specifies the Stage 2 criteria that EPs and EHs must achieve in order to continue participating in the Medicare and Medicaid Electronic Health Record (EHR) Incentive Programs using the ONC 2104 Edition. Again, IHS OIT made changes to the RPMS CEHR and was successfully certified for an Ambulatory and Inpatient to the 2014 edition. On October 16, 2015, CMS published a final rule that specifies the Stage 3 criteria that EPs and EHs must achieve in order to continue participate in various CMS programs using the ONC 2015 Edition. CMS allowed providers and facilities to participate in their programs using the 2014, 2015, or a combination of the 2014 and 2015 editions up until 2017. At the beginning of 2018, CMS required all EPs and EHs to use the 2015 Edition in order to participate in CMS programs. With the 2015 edition, ONC removed whole EHR certification in favor of modular certification. In 2018, IHS tested and successfully obtained certification for the electronic clinical quality measure (eCQM) module to the 2015 edition. IHS is working towards testing and obtaining certification for the remaining 2015 Edition criteria so EPs and EHs are eligible to participate in CMS programs. On May 1, 2020 the 21st Century Cures Act was signed into law as an update to the 2015 Edition for Certified Electronic Health Record Technology. The CURES Update supports seamless and secure access, exchange, use of electronic health information and finalizes certain modifications to the 2015 Edition health IT certification criteria and Program to advance interoperability, enhance health IT certification, and reduce burden and costs. The CURES Update consists of seven Conditions of Certification in which IHS as developer for the RPMS EHR CEHRT is required to participate and continue certification and testing including Real World Testing. RESPONSE INFORMATION IHS is seeking contract sources that are an authorized testing lab (ATL) to provide ONC Health and Information Technology testing services and upon successful testing, the authorized certification body (ACB) to provide certification for the IHS RPMS EHR The capability statement shall also sufficiently address how the respondent support services will be delivered for the proposed contract scope. The qualifying response for this notice must ensure that the respondent has the experience and capacity to take part in this specific type of requirement. In particular, the respondent�s SHALL address each of the following information: Capability to be an authorized testing lab (ATL) to provide ONC Health and Information Technology testing services and upon successful testing, the authorized certification body (ACB) to provide certification for the IHS RPMS EHR (see attached PWS for more details) Testing and Certification Relocation including recertification Certified Product Listing(s) - New CHPL Listing for RPMS/EHR with CQM Maintain annual certification(s) including maintaining the Conditions of Certification (CoC) CURES Update Attestation and Testing and CHPL Updates for RPMS/HER Additional Consultation Hours Additional Testing Hours Pre-Testing Services �Minimum of two past performance contract information in providing testing and certification services per PWS to Federal agencies/organizations within the last seven years INSTRUCTIONS TO INDUSTRY All capable parties are encouraged to respond. Responses must directly demonstrate the company�s capability, experience, and ability to marshal resources to effectively and efficiently perform the tasks stated above. Generic capability statements are not sufficient and will not be considered compliant with the requirements of this notice. The Government requests interested parties submit a written response to this notice which includes: Company name, point of contact, mailing address, telephone number(s), and website address; If any, existing contract solutions by the company such as - Federal Supply Schedules contract, or any other procurement instruments intended for use by multiple agencies, e.g., Best in Class (BIC) contracts; Socio-economic category DUNS Disclaimer and Important Notes. This notice shall not obligate the Government to award a contract. Any information provided by industry to the Government as a result of this sources sought notice is strictly voluntary. Responses will not be returned. No entitlements to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses, or the Government's use of such information or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization�s qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, combined synopsis solicitation may be published on a Government Point of Entry (GPE). Furthermore, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).� How to respond. Please include the notice 75H70422Q00003 in the subject line.
