- Synopsis for Solicitation number N0018922R0002 USNA Mess Attendant Services The NAVSUP Fleet Logistics Center (FLC) Norfolk Contracting Department intends to award a Firm Fixed Price (FFP) Contract in support of the United States Naval Academy (USNA) Midshipmen Food Service Division (MFSD). The requirement will be solicited as a 100% total small business set-aside in accordance with FAR Part 12 �Acquisition of Commercial Items� utilizing FAR Part 15 �Contracting by Negotiation� procedures. The Midshipmen Food Service Division (MFSD) requires contractor support in order to serve approximately 4,500 midshipmen daily. MFSD serves over 12,000 meals daily on average. The work involves providing the managerial, administrative, supervisory, direct, and overhead personnel to perform wardroom dining room services and non-food preparation catering support. The anticipated contract will also require the contractor to provide all cleaning supplies necessary, including items such as dishwashing/ cleaning chemicals and soaps, as well as disposable supplies such as paper products. The contract length will include a base year and four option years. The anticipated period of performance will begin 29 March 2022. A Request for Proposal (RFP) will be available for download on or about 20 November 2021 on SAM.gov. Interested vendors are hereby notified that the solicitation and amendments will be only available through SAM.gov. All responsible sources may submit a proposal that will be considered by the Government. By submitting a proposal, the offeror will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the proposal. By submission of a response, the offeror acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from the solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make an offeror ineligible for award. Offerors may obtain information on registration and annual confirmation requirements by calling 1-866-606-8220, or via the Internet at https://www.sam.gov. The North American Industry Classification System (NAICs) code for this acquisition is 722310, Food Service Contractors, and the Size Standard is $41,500,000.00.
