- Department of Veterans Affairs Veterans Health Administration Program Contracting Activity Central (PCAC) National Activations Office (NAO) Surge Support Team November 8, 2021 SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE (Brand Name) Phoenix Pkg. #3 Welch Allyn Vital Sign Monitoring Equipment RFI eCMS ACTION NUMBER 36C77621Q0489 The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) requires: Welch Allyn (Hill-Rom) Vital Sign Monitoring Equipment. The Program Contracting Activity Central (PCAC), National Activations Office (NAO) intends to issue a brand name only Request for Quotes (RFQ) for the above BRAND items. This procurement is being conducted in accordance with FAR 13.501(a) special documentation requirements; soliciting from a single source (including brand name), where acquisitions conducted under Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6, but still require a justification using the format of FAR 6.303-2. The NAICS code for this procurement is 334510 and the Small Business Administration Size Standard is 1,250 employees. BUY AMERICAN ACT NOTE: The brand name items identified in this notice are domestic end products for public use in the United States as defined in FAR Part 25. This notice of intent to is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirements may submit a quotation with manufacturer cut sheets, which may be considered by the agency, only if received by email by the closing date and time of this notice. Responses shall include the country of manufacture. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. Respondents must be registered in the System for Award Management (SAM) database. Firms may register with SAM at https://www.sam.gov.
