- Synopsis- Notice of Intent to Sole Source The purpose of this synopsis is to announce the Veterans Affairs Department of Veterans Affairs, Technology Acquisition Center intent to negotiate a modification to Firm-Fixed-Price (FFP) contract number 36C10B18C2551 awarded to Client Network Service, Inc. (CNSI). The proposed modification shall add Time and Materials (T&M) requirements for Option Year 3 of the current contract; which supports the deployed healthcare claims processing software, electronic Claims Adjudication Management System (eCAMS), utilized by the Veterans Health Administration s Office of Community Care Non-Network Claims (CCNNC) and Financial Services Center (FSC) Other Government Agency customer. CNSI licenses a proprietary system, containing proprietary software, for VA Claims adjudication, and since November 2018, this system has provided claims adjudication and has worked to add and configure additional claims business lines to ensure proper managed payment to community care providers. Professional services are required under this effort to process change orders from business lines that the FSC consumes as well as to add another business line. As the original equipment manufacturer (OEM) of the eCAMS system and software, no source, other than CNSI, is uniquely qualified and able to provide the required change request services. Specifically, as the developer of the eCAMS software, no other source has access to the proprietary source code which would be necessary to manipulate, alter, and develop code to be deployed for these required software changes. Therefore, only they can provide professional services to migrate or add business rules to the software as only CNSI can access and modify the proprietary software which is required to complete the required configuration and migrations. Additionally, CNSI confirmed via email on October 18, 2021 that they do not have any authorized resellers to provide these services. The NAICS code for this acquisition is 541519, with a size standard of $30 million. No solicitation package will be issued. This notice of intent is NOT a request for competitive quotations.
