Description
The Federal Republic of Germany intends to issue an Invitation for Bids (IFB) for the restoration and adaptation of transformer stations at the NATO Air Base Geilenkirchen in North Rhine-Westphalia, Germany. In order to bid on the project, U.S. prime contractors must 1) maintain a professionally active facility (office, factory, laboratory, etc.) in the United States, 2) be pre-approved for participation in NATO International Competitive Bidding (ICB), and 3) be issued a Declaration of Eligibility (DOE) by the U.S. Government. Please note that contractor personnel working on the airbase must have a preventive personnel sabotage protection clearance. The reference for the IFB is IFB-5AF05234-01 and all correspondence in relation to the project should refer to this reference. � Applications to supply private extension systems or other telecommunication installations that are to be connected with the public telecommunications network may only be submitted by firms licensed to do so by the Bundesnetzagentur fur Elektrizitat, Gas, Telekommunikation, Post und Eisenbahnen (Bundesnetzagentur) - BNetzA -, Tulpenfeld 4, 53113 Bonn. A photocopy of the license must be submitted with the application. Although it is planned to place contracts covering the�works/services as a whole, the tender call may provide for a subdivision into separate lots. SUMMARY OF REQUIREMENT ��� �Supply and lay 7.6 km of low-voltage cables NYCWYfrom 4x16/16 to 4x150/70� ��� �Supply and lay 6.7 km of medium-voltage cables N2XSY 3x1x150/25� ��� �13.0 km utility trench (earthwork) ��� �Construction of maintenance walkways, standing areas for transformer stations BECOMING ELIGIBLE TO BID NATO ICB requires that the U.S. Government issue a DOE for potential U.S. prime contractors interested in this project. Before the U.S. Government can do so, however, the U.S. Government must approve the U.S. firm for participation in NATO ICB. �U.S. firms are approved for NATO ICB on a facility-by-facility basis.� The U.S. NATO ICB application is a one-time application. �The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. U.S. firms can download a copy of the U.S. NATO ICB application from the following website: http://www.bis.doc.gov/index.php/other-areas/strategic-industries-and-economic-security-sies/nato-related-business-opportunities� The Department of Commerce (DOC) is the U.S. Government agency that approves NATO ICB applications. Please submit to the email address provided your application and supporting documentation (as attachments). If your firm is interested in a specific NATO ICB project at this time, please also include the following in the text of your email: � - the title and/or solicitation number of the project - the name/phone/FAX/email of the company employee who should receive the bid documents After approval of your one-time NATO ICB application, DOC will then know to follow up by issuing a DOE for the project. �DOC will transmit the DOE to the NATO contracting entity. � IMPORTANT DATES U.S. firms must request a DOE (and, for U.S. firms new to NATO ICB, submit the one-time NATO ICB application) by December 16, 2021 German contracting entity to distribute IFB (planned): December 28, 2021 Bid Closing (estimated): February 15, 2022 Contract Award (anticipated): March 15, 2022 Period of Performance: March 2022 - March 2024
