- NOTICE TYPE: THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS NOTICE IS STRICTLY VOLUNTARY. SHOULD A SOLICITATION BE ISSUED FOR THE DRAFT REQUIREMENT DESCRIBED HEREIN, IT WILL BE ISSUED PURSUANT TO THE ACQUISITION STRATEGY SELECTED BY THE CONTRACTING OFFICER. ALL INFORMATION RECEIVED IN RESPONSE TO THIS NOTICE WILL BE TREATED AS BUSINESS CONFIDENTIAL INFORMATION AND EXEMPTED FROM DISCLOSURE UNDER THE FREEDOM OF INFORMATION ACT. NONETHELESS, SUBMITTERS SHOULD PROPERLY MARK THEIR RESPONSES IF THE INFORMATION IS PROPRIETARY. 1. DESCRIPTION: Background:� Marine Corps Installations Command (MCICOM), Defense Policy Review Initiative (DPRI), is a United States Marine Corps (USMC) organization located in Oahu, Hawaii and Guam.� DPRI is responsible for the management and oversight of building Marine Corps Base Camp Blaz in Guam.� This program consists of over 100 MILCON projects that are being constructed in order to receive USMC forces relocating from Okinawa to Guam, based on a bilateral agreement between the United State Government (USG) and the Government of Japan (GoJ). In order to assist DPRI in executing its program responsibilities, DPRI requires non-personal, technical and advisory support services in support of our Government Offices located in Oahu, Hawaii, and Guam. The support required to assist USMC in executing said program responsibilities is summarized by providing support in the following support areas: Geographic Information System (GIS) �Command, Control, Communications, Computers Information Technology (C4IT) �Finance �Office Management �Facility Planning and Project Management �Environmental �Mission Assurance �Scheduling �SharePoint Change and Risk Infrastructure Engineering and Project Management Construction Compliance and Oversight This is a re-compete of contract�M95494-17-F-0009, which was previously competed as a small business set-aside on GSA OASIS. Requirement Magnitude: Multi-million dollar opportunity 2. PLACE OF PERFORMANCE: Guam, Hawaii, and the Contractor's site. � 3. PERIOD OF PERFORMANCE: The period of performance is expected to be for a one-year base period with four one-year option periods, if exercised. Performance is anticipated to begin on or around 1 July 2022. Transition time is under review and therefore may slightly change this start time. 4. INDUSTRY DAY: An Industry Day will be held for the requirement in the attached Draft Performance Work Statement. It will be held by teleconference on Monday, 8 November 2021, at 2:00 PM (Eastern Time). Firms that would like to attend must send a registration�request to Richard.P.Bean@usmc.mil no later than 5�November 2021. Instructions for attendance�will be provided by e-mail to registered attendees. 5. RESPONSE INSTRUCTIONS: Interested vendors are requested to include, at a minimum, the following information: 1. Name of Organization, Cage Code, Business Size Status, and E-mail address for the primary point of contact. 2.�Contract vehicles that would be available to the Government for the procurement of these services, such as General Service Administration (GSA) Federal Supply Schedules (FSS), GSA OASIS, or any other Government Agency contract vehicles.�(This information is for market research only and does not preclude your company from responding to this notice.) 3.� (A) Provide a project description, contract number (or subcontract number),�and dollar value of work completed by your firm for two to three comparable projects that (a) have been completed by your firm in the past five years or (b) are current projects with at least 1-year of performance (these descriptions are important as they will be used to determine your capability by the Government, vague or incomplete descriptions will render your firm not capable). (B) Propose high-level approach to meeting the requirements (these descriptions are important as they will be used to determine your capability by the Government, vague or incomplete descriptions will render your firm not capable).�(C) Also describe innovative approaches for managing, recruiting, and implementing an overseas multi-disciplinary professional services effort.� 4. Provide an estimated total cost associated with meeting this requirement and include justification (optional).� 5. Provide recommendations, with supporting rationale on the draft requirements (optional). Any additional comments about the specifics of this sources sought notice (optional). Provide recommendations on the appropriate NAICS for the draft PWS requirement. Provide a recommendation on the contract type (FFP is currently used). Submissions that do not address items 1-3 from the above list will not be reviewed. Submissions that do not provide the requested information will be excluded. The Marine Corps encourages submissions to be thorough, detailed and sufficiently tailored to this announcement. Responses are limited to 3 pages including graphics. Cover Page not included.
