Description
NOTICE OF INTENT TO ISSUE SOLE SOURCE AWARD The U.S. Department of Justice, Executive Office for United States Attorneys (EOUSA), on behalf of the United States Attorney�s Office � Northern District of Georgia (USAO-GAN), intends to award a Purchase Order (PO) to Applied Research Services, Inc. of Atlanta, GA, on a sole source basis. The period of performance is December 26, 2021 through December 25, 2022 with four (4) additional one year options. The North American Industry Classification System (NAICS) code is 541720 entitled Research and Development in the Social Sciences and Humanities, with a size standard of $22,000,000. A determination not to compete this proposed contract was made pursuant to Section 4202 of the Clinger-Cohen Act of 1996 and 41 U.S.C. 3304. The justification and approval document is attached. This notice is published for informational purposes only and is not a request for competitive quotes. EOUSA intends to award a sole-source, firm-fixed price, purchase order to: Applied Research Services Inc., 1050 Crown Pointe PKWY STE 500 Atlanta, Georgia 30338-7702, DUNS: 022351386 for Research, evaluation, and analysis related to the District�s Project Safe Neighborhoods initiative which includes an analysis and crime trend prediction of violent crime in the District. The USAO-GAN has a requirement for the research, development, implementation, analysis, and evaluation of violent crime strategies, including Project Safe Neighborhoods (PSN) strategy. Project Safe Neighborhoods is a nationwide initiative that brings together federal, state, local and tribal law enforcement officials, prosecutors, and community leaders to identify the most pressing violent crime problems in a community and develop comprehensive solutions to address them. For 20 years, PSN has been the Department of Justice�s flagship violent crime reduction initiative. PSN strategies are spearheaded by the United States Attorneys and need to be somewhat fluid in order to address violent crime as the trends change in the district, as specific programs are evaluated, and to respond to DOJ mandates and directives. These adjustments can be made only with an accurate analysis of violent crime to detect trends and changes in patterns. The USAO is seeking services to obtain analysis of violent crime data occurring in the district, using state-of-the-art analytical, survey, data and business intelligence tools, and to deliver decision support to the USAO using proven evaluation methods. The service will require experience with dissecting criminal justice agency data and converting data into empirically based decision-making devices such as risk assessment tools and simulation models. The Contractor requires access to crime data in the Northern District of Georgia that will allow for a thorough analysis, including identification of jurisdictions where increases and decreases of locations violent crimes are occurring. This procurement is being conducted under Simplified Acquisition Procedures; only one source is reasonably available. The Government intends to use FAR Parts 12.6 and 13.5 to purchase the above listed items. The Contracting Officer (CO) determines that the anticipated price is fair and reasonable based on market research. EOUSA performed market research to determine the best cost to value solution based upon requirements. Interested persons may identify their interest and capability to respond to the requirement or submit a quote. Vendors must be registered in the System for Awards Management (https://sam.gov/content/entity-registration) to receive Government contracts. Interested parties may identify their interests and capability to respond to this requirement by November 23, 2021 at 1:00PM Eastern. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities, and other information that demonstrates their ability to meet the Government's needs. Detail capabilities must be submitted to the CO listed above. This synopsis is not to be considered a Request for Quotation (RFQ). No solicitation document is available and telephone requests will not be honored. No purchase order will be awarded based on quotes received in response to this notice, but quotes will be used to determine if a comparable source is available and more advantageous to the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
