- Joint C-sUAS Office Request for White Papers: High Power Microwave C-sUAS Solutions (Ground) The Joint Counter-Small Unmanned Aircraft Systems (C-sUAS) Office (JCO) is seeking whitepapers for sources and information in order to identify interest and ability to provide potential solutions in the following area: TRL 6 High Power Microwave (HPM) for fixed ground-based C-sUAS aerial denial demonstration and potential for limited prototype purchase and operational assessment.� The JCO is interested in technology that supports the Joint warfighter in the focus area of High Power Microwave (HPM).� The HPM, Ground-Based Aerial Denial, is defined as solutions that utilize focused Electromagnetic Pulses from a fixed ground location at various ranges with energy sufficient to destroy or defeat Unmanned Aerial Systems over the air. HPM Electronic Attack results in physical damage to targeted electronics or power cycling required to continue operations.� Jamming or denial of communication links is not the focus of this effort and will result in not being selected. �Technical maturity of proposed HPM solutions and the capability to defeat electronic components in a UAS will be our two primary evaluation criteria. The systems selected for demonstration will be required to be mature enough (Technology Readiness Level (TRL) 6+) to defend a location from multiple UAVs attacking at the same time and from multiple different azimuths and elevations. This is a competitive solicitation seeking whitepapers for innovative technologies that accelerate attainment of critical technologies.� This solicitation may result in the award of prototype projects, which include not only commercially-available technologies fueled by commercial or strategic investment, but also concept demonstrations, pilots, and agile development activities that can incrementally improve commercial technologies, existing government-owned capabilities, or concepts for defense application.� Both large and small businesses, as well as academic institutions, are encouraged to respond.� The information provided may be used by the Department of Defense (DoD) in developing its acquisition strategy, statement of work or performance work statements, and/or statement of objectives.� Interested parties are responsible to adequately mark proprietary, restricted or competition sensitive information contained in their response accordingly.� The government will not reimburse respondents for any cost associated with the submission of the information being requested or reimburse expenses incurred to the interested parties for responses.� To ensure the most capable equipment is provided to the Operational Forces, JCO intends to conduct a demonstration as part of an informative event supporting future Joint Service Leads and industry onramps. The demonstration is projected to take place in early April 2022. Competition Process, Content Submission Requirements, and Evaluation Criteria: The white-papers shall be limited to five (5) one-sided pages.� Submissions shall be capable of being printed on 8.5� x 11� paper with one-inch margin (top, bottom, left and right) and a 12-point Arial or Times New Roman font. Line spacing shall be set at no less than single space. Tables, drawings and header/footer information shall be 10-point Arial font or larger. For tables and drawings, landscape orientation is permitted.� Microsoft Office Professional 2013 and PowerPoint 2013 or later shall be used to create the files.� All graphics shall be compatible with MS PowerPoint 2013.� If any of the material provided contains proprietary information, please mark appropriately and identify disposition instructions (submitted data will not be returned).� Responses should include, but are not limited to the following: a.) Capabilities: An overview of your system�s capabilities and limitations in reference to your ability to defeat small UAS (Group 1, 2 and/or 3 UAS).� b.) Recommendations: Based on your system�s capabilities, and your company�s understanding of the operating environment, provide recommended test scenarios that highlight unique capabilities that differentiate your product from other products and existing DoD solutions.� This information will help bound the art of the possible.�� c.) Test and Test Support: Assume up to 13 working days� duration for Demonstration and manpower needed to operate and support/maintain systems during test.� Discuss the manpower needed to operate, support and maintain systems.� d.) Production Capability: Provide a narrative on your company�s ability, including time required, to ramp up, produce, and deliver system quantities of 1, 4, 10, 50, and 100 systems, along with anticipated unit prices for each of those quantities.� The cost section of the white-paper is ONLY a rough order of magnitude (ROM) for general awareness and for gauging the magnitude of the solution.� It is not a request for a formal, nor detailed cost proposal. e.) Identify any intellectual property or licenses involved in the effort and associated restrictions on the Government�s use of that intellectual property or license terms.� (Data rights assertions do not count against 5-page limit.) f.) Company History: List any relevant products utilized with other Government or commercial platforms, noting any specific DoD usage.� Identify any existing government contract(s) relevant to this HPM submission. g.) Identify the ability to integrate with FAADC2 by the April demonstration. h.) Company information to include: ��� Name, Mailing Address, and CAGE Code (if available) ��� Technical and Business Points of Contact to include: Telephone Numbers and Email Addresses ��� Indicate whether your company is a Large Business, Small Business, or Academic Institution ��� Indicate whether your company is a non-traditional defense contractor (*see definition below) *Non-traditional defense contractor is defined in 10 U.S.C. � 2302(9) as an entity that is not currently performing and has not performed, for at least the one-year period preceding this solicitation, any contract or subcontract for the Department of Defense that is subject to full coverage under the cost accounting standards prescribed pursuant to section 1502 of title 41 and the regulations implementing such section. RESPONSE INSTRUCTIONS: Submissions must be submitted no later than 12:00EST on Monday, 29 Nov 2021 via email to James Bedsole at james.e.bedsole.civ@army.mil.� All submissions shall be clearly marked ""White-Papers for HPM C-sUAS solutions (ground).""� Only UNCLASSIFIED white-papers will be accepted.� There is no limit on the number of white-papers that interested companies may submit in response to this announcement.� Attendance at the Industry Day on 16 November is highly recommended to address questions and focus responses (please see information at the end of this announcement). The Government does not intend to publish any additional questions or comments received as a result of this announcement.� Inquiries outside of the JCO industry Day regarding this solicitation will not be accepted. Phase 1 (Whitepapers): The whitepapers will be read by Joint DoD technical subject matter experts and evaluated on the criteria identified.� The Government may also elect to use external market research in the evaluation.� Whitepapers submitted in response to this solicitation will be evaluated using the criteria listed below: The overall scientific and/or technical merits of the proposal Range of effectiveness and diversity of threats addressed The modularity and ease of integration into existing DoD systems and missions Maturity:� System should be at a technology readiness level (TRL) 6 or above by demonstration date (see Technology Readiness Assessment Deskbook at https://apps.dtic.mil/dtic/tr/fulltext/u2/a438933.pdf) Schedule: The degree to which the proposed schedule is achievable to deliver four systems within 24 months from award Cost: Whether the proposed cost or price is realistic and an affordable technical approach Upon evaluation of a whitepaper, the Government may invite a company into Phase 2 (Oral Presentation). In Phase 2, up to approximately 5 companies may be invited to present and further discuss their proposed concept, technology, or solution in person or virtual.� During Phase 2, the Government may request and/or provide additional information to the Company. Phase 2 (Presentations): If selected, companies will then have an opportunity to present their project or idea within a forty (40) minute window followed by a ten (10) minute question and answer period to the JCO's subject matter expert panel consisting of representation across the JCO and Joint community of C-sUAS interest. Individual presentations will be evaluated against the evaluation criteria below and not against other presentations. Upon completion of evaluations, the Government will notify companies if they have been selected to demonstrate their product; or if their proposed concept/technology/solution is not selectable or eligible to be selected later. Presentations shall be evaluated on the following equal factors: Technical Merit of solution adequately addresses the technology area of interest and feasibility Physical characteristics of the capability integration into DOD missions and systems Evaluation of company viability and viability of business solution Company�s approach is unique/novel, underutilized and/or innovative to government application The rough order of magnitude (ROM) price The notional schedule Phase 3 (Demonstration): If selected following the presentations, companies will be invited to provide a demonstration of their selected product.� Range personnel will operate the target and test environment while companies will operate their own equipment.� All selected companies will be responsible for all costs associated with bringing their system to Yuma Proving Grounds (YPG).� The Government will also not be liable for any damages caused during the demonstrations, including but not limited to: death, bodily injury, and property damage.� Selected companies are also responsible for submitting a DD Form 1494, Application for Equipment Frequency Allocation, by NLT 22 December 2021 in order to participate. Demonstrations shall be evaluated on the following factors: Ability to demonstrate integration of Command and control FAAD C2 Technical Merit of solution adequately addresses government need and is feasible Evaluation of company viability and viability of business solution Company�s approach is unique/novel, underutilized and/or innovative to government application The rough order of magnitude (ROM) price The notional schedule Individual demonstrations will be evaluated against the evaluation criteria and not against other demonstrations. Upon completion of evaluations, the Government will notify companies if they have been selected for possible award of a prototype Other Transaction Authority (OTA) agreement and request the submission of a full proposal; or if their proposed concept, technology, or solution is not selectable or eligible to be selected later. Phase 4 (Prototype Proposal): Full proposals are by invitation only. Those companies whose white-paper, presentation and favorable performance at demonstration are evaluated to be of merit and are selected for potential award of a prototype OTA or contract may, subject to the availability of funding, be invited to submit a full written proposal as well as negotiate appropriate terms and conditions governing the prototype project. Phase 5 (Basis for Award): Upon favorable evaluation and available funds, the Government may choose to make an award or multiple awards.� Awards will be made to the companies whose offer is determined to provide the overall best value to the Government based on the criteria/preferences and availability of funds, this may not necessarily be the proposal offering the lowest cost/price or receiving the highest evaluated rating.� Awards will be made using OTA or contracts.� The Agreements Officer will negotiate directly with the company on the terms and conditions of the OTA or contract, including payments, and will execute the OTA or contract on behalf of the Government.� Receipt of a request for proposal (RFP) does not guarantee that a company will receive an award and the Government reserves the right, at any point prior to award of an OTA or contract, to cancel the RFP. Please be advised, only an Agreements Officer has the authority to enter into, or modify, a binding agreement or contract on behalf of the Government. Follow-on Production: Upon successful completion of a prototype project under the OTA, the Government and company may negotiate a follow-on production contract or agreement, without the need for further competition.� Any concept, technology, or solution successfully proven through the prototype OTA can be transitioned to production. Prototype OTAs awarded will include language providing for the potential award of a follow-on production contract or agreement as authorized under 10 U.S.C. 2371b(f).� Prototype OTAs will explicitly identify follow-on production OTAs as a potential outcome of a successful prototyping effort. A transaction for a prototype project is complete upon the written determination of the appropriate approving official for the matter in question that efforts conducted under a Prototype OTA: (1) met the key technical goals of a project; (2) satisfied success metrics incorporated into the Prototype OT; or (3) accomplished a particularly favorable or unexpected result that justifies the transition to production. Furthermore, successful completion can occur prior to the conclusion of a prototype project to allow the government to transition any aspect of the prototype project determined to provide utility into production while other aspects of the prototype project have yet to be completed.� Any Prototype OTA shall contain a provision that sets forth the conditions under which that prototype agreement must be successfully completed. Non-Government Advisors: Non-Government advisors may be used in the evaluation of white-papers, oral presentations, and demonstrations and will have signed non-disclosure agreements (NDAs) with the Government. The Government understands that information provided in response to this solicitation is presented in confidence and may contain trade secret or commercial or financial information, and it agrees to protect such information from unauthorized disclosure to the maximum extent permitted or required by Law, to include: a. 18 USC 1905 (Trade Secrets Act); b. 18 USC 1831 et seq. (Economic Espionage Act); c. 5 USC 552(b)(4) (Freedom of Information Act); d. Executive Order 12600 (Pre-disclosure Notification Procedures for Confidential Commercial Information); and e. Any other statute, regulation, or requirement applicable to Government employees. Disclaimer: Participation in this solicitation is not a prerequisite for participating in any future solicitations or procurements. Nothing in this solicitation is a guarantee of future partnerships, contract commitment, or future workload. This announcement is not a contract, a request for proposal, or a promise to contract, or a commitment of any kind on the part of the Government. The U.S. Army reserves the right to select for award and fund all, some, or none of the white-papers, pitches, or proposals in response to this announcement. The costs of preparing and submitting white-papers are not considered an allowable direct charge to any contract or agreement. The Government will not assume liability for costs incurred by an attendee for marketing efforts; therefore, cost in response to this notice is not considered an allowable direct charge to the Government.
