- PURPOSE OF THIS AMENDMENT IS TO PROVIDE CLARIFICATION FOR THE BRAND NAME JUSTIFICATION AND TO EXTEND THE DUE DATE OF OFFERS THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES FOR CERTAIN COMMERCIAL ITEMS UNDER THE AUTHORITY OF FAR 13.5 This combined synopsis/�solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-07 dated August 11, 2021. The associated North American Industrial Classification System (NAICS) code for this procurement is 541519- Other Computer Related Services. The small business size standard is $25.0 Million. This acquisition is set-aside for small business resellers of Arcturus products. �Simplified acquisition procedures will be utilized. Background Information The Application Systems Division (ASD) at the National Institute of Standards and Technology (NIST) located in Gaithersburg, MD requires software to mimic a set of users of web applications for web application performance monitoring.� ASD purchased Applicare manufactured by Arcturus Technologies to achieve this in FY2021.� ASD has worked with Arcturus and established 41 applications to monitor their status and send an alert if there is any issue with the application. These 41 applications include CBS, CSTARS, GMIS, NAIS, Business Object, NIST safety (IRIS), Inet, E2, Organization, MAXIMO, WIRS, MDSS, EMP and NIST visitor and many more.� The current software support will end on 31 December in 2021.� ASD seeks to purchase maintenance and support renewal for this product. Suggested Item: Applicare manufactured by Arcturus Technologies located in Leesburg, VA BRAND NAME JUSTIFICATION ASD requires software to do synthetic recording and playing. The software must be able to monitor application status, send alert email and must have customization�capability to integrate with Foglight.� Since it has to be able to interface with�the Foglight Management Server, the product is very limited. The one that we found to meet the requirement is Arcturus Applicare which has�a�feature to do the required customization to work with Foglight. To the best of our knoweldge, there are no known�sources with the customization capability to integrate with Foglight. .
