The draft agreement will be issued directly to Sierra Nevada Corporation (SNC). ITEM DESCRIPTION: SOLE SOURCE PROCUREMENT � Naval Surface Warfare Center (NSWC) Crane has a requirement for the test, teardown, evaluation/repair of Part Numbers (P/N): 02695000-100-001 (Assy, Final, Common Chassis, S), 02692000-100-001 (Assy, Final RFDC Chassis), 02694005-100-001 (Assy, LRM, BIT/Calgen) and 02694007-150-001 (Assy, COTS, MCNB SBC). This is a Job Order (JO) under existing Basic Ordering Agreement (BOA), N0016417GJV04 with Sierra Nevada Corporation (SNC). Efforts included are clean, visually inspect and bench test the repairable; disassemble to the extent necessary to verify failure and/or inspect for needed repair processes and parts of subassemblies as required. These units are installed in the Common Chassis Signal Intelligence (SIGINT) mission sensor, for which SNC has Shop Replaceable Assemblies (SRA's) that are installed in the Weapons Replaceable Assemblies (WRA's), for a cross platform SIGINT system to meet theatre commander requirements. Must ensure assets pass Acceptance Test Procedures (ATP). The proposed Agreement is for the supplies and services for which the Government intends to solicit and negotiate with one source, Sierra Nevada Corporation (SNC), 444 Salomon Cir, Sparks, NV 89434-9651,� �under authority of FAR 6.302-1 (statutory authority 10 U.S.C. 2304(c)(1)), only one responsible source.� The basis for restricting competition is the lack of sufficient technical data and duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source. The duplicative cost and delay are comprised from the cost to procure, re-tool, reverse engineer, generate acceptance test procedures, perform first article testing, acquire flight certification, underway for sub-surface platforms, and perform stress analysis, which would take a minimum of three to five years for development, production, and verification. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. However, a determination by the Government not to compete this proposed action based upon responses to this draft agreement is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
