- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, �Streamlined Procedures for Evaluation and Solicitation for Commercial Items,� as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC_2021-05 3-10-2021. This solicitation is set-aside for: SDVOSB The associated North American Industrial Classification System (NAICS) code for this procurement is 332311, with a small business size standard of 750 employees. The FSC/PSC is 5680 The Northport VA Healthcare System is seeking to replace an existing Police Checkpoint Building with a Prefabricated Bullet-Resistant (Level 5) structure of same size at the Northport VAMC, 79 Middleville Road, Northport, NY, 11768 with functionally equivalent equipment to all the following specifications listed below: All interested companies shall provide quotations for the following: (This is not a brand name requirement). Scope of Work: � Contractor shall supply, deliver, and replace an existing checkpoint booth with a prefabricated approximate 9�X15� (see provided technical sheets for exact measurements) steel, bullet-proof gate house to the Department of Veterans Affairs Medical Center, 79 Middleville Rd. Northport, NY 11768 with the below listed additional specifications, features, and options.� The contractor is also required to disconnect the existing utilities (electric and plumbing) from the existing structure upon delivery of the new booth, remove the structure off site and properly dispose, and reconnect the electric and plumbing utilities to working order inside the new structure.� Additional Requirements and features. Ballistic UL 752 - Level V Steel Booth Provide service windows located no higher than 34 inches above exterior grade Provide door opening with minimum 32-inch clear width Provide minimum 60-inch clear turning spacing within the booth Provide minimum 27-inch clearance beneath interior work surfaces. Locate work surfaces 28 inches minimum and 34 inches� maximum above the floor Locate controls and operable parts no lower than 15 inches and no higher than 48 inches above the floor where reach is unobstructed. Where side reach is obstructed, locate controls and operable parts no lower than 15 inches and no higher than 46 inches above the floor Fork Liftable Floor-Steel - The Steel forklift able floor shall consist of welded steel tube, channels and/or structural ""I"" beams. A weather shield consisting of galvanized sheet should cover entire floor assembly and be R19 insulation shall be located between perimeter frame and floor joists. The deck shall be 3/4"" tongue and groove (T&G) Advantech substrate with 12-gauge galvanized steel plate floor.� Floor shall have all required cutouts for electrical and communication conduits. Structures shall be equipped with lifting eyes for off-loading and placement by crane, and with provisions for anchoring to the concrete slab. Floors - Rubber Tile Floor Covering � Black in color Rubber floor tile shall be 1/8"" X 18"" X 18� with four-inch black vinyl cove molding shall be included.� Heated Floor Mats (2) each - Radiant Floor Heater Under Rug: Portable Pad for Indoor Personal Office Desk Space Heat, Quiet Heated Electric Area Mat Auto Shut Off, 500-Watt Energy Efficient Hot Carpet by Woo Warmer, 69.5� x 69.5� Walls - Ballistic Steel Walls - The walls shall be 3"" thick, Framing shall be 14 gauge (1.78 mm) or heavier mechanical tube. All joints shall be MIG welded and provide UL 752 Level V ballistic protection exterior and 16-gauge Galvanized steel interior panel. (4) Gun Ports shall be provided. Exterior Brick veneer shall be provided on lower wall panel. Finish - The walls shall be painted using a prime to paint system manufacturer�s epoxy primer with a urethane finish, 4-6 mls DFT. Color selected from manufacturer�s standard colors. The standard sheen shall be Satin finish. The exterior and the interior shall be the same color. Insulation - All wall panels shall be insulated to a minimum R value of 18. Standing Seam Metal Roof System with a 6� Overhang - The roof shall be a standing seam metal roof system in hip roof design. Metal shall be 22/24 gage and come in standard colors installed on �� tongue and groove (T&G) Advantech substrate.� Framework shall be made from steel. Fascia shall be 5� high with gutter and downspout. Metal ceiling panels - Mounted at 90� A.F.F. - Prefinished white 20-gauge steel painted providing a smooth flat interior. Fiberglass Insulation - R-19 Fiberglass insulation batts shall be provided. Ballistic Swing Door - UL 752 / Level V Rated Insulated Steel:� 1 Each (Restroom chase access) UL 752 / Level 3 door(s) shall be 36� w X 84""h X 1 3/4"" thick. The door shall be fabricated as to include a closer, sweep, threshold, satin chrome lever set with Best compatible construction core, SL 11 83� continuous hinge in a clear color and weather-stripping. Ballistic Slide Door: 2 Each - UL 752 / Level V Rated Insulated Steel with Ballistic Rated Glass - Sliding doors: horizontal sliding unit with steel frame, top hung half glass steel sliding door with mortised laminated hook bolt lock capable of being keyed with Best compatible construction core. Glazing: Door shall be 36� w x 84""h x 1 3/4"" thick. glazed with single pane gray tinted (solar gray 44% light transmittance) glass-clad polycarbonates and provide UL 752 / Level 3 ballistic protection. The window shall measure approximately 20""w x 30""h. Doors shall have sliding windows. Ballistic Rated Picture Windows - Fixed windows shall be nominal 36� wide X 42� high. Picture windows shall be installed 42"" off the floor, glazed with double pane gray tinted (solar gray 44% light transmittance) glass-clad polycarbonates and provide UL 752 / Level V ballistic protection. The window shall be non-opening, and the entire window frame shall be steel/aluminum with no exterior exposed fasteners Electrical Package- The electrical package shall consist of #12-gauge Min copper wiring in 1/2 �EMT surface mounted and attached to surface mounted 2x4 boxes at receptacle and switch locations.� There shall be (2) wall switches, (8) Quad receptacles, (1) Single 240V receptacle, (2) telephone/computer prep (4x4 junction box mounted on wall with �� conduit and pull string), (6) Exterior LED flood fixtures and (1) LED fixtures.� 125 AMP SINGLE PHASE 120/240 Volt 24 SPACE MAIN LUG LOAD CENTER GE TLM2412CCU or equal The electrical service shall include an indoor load center of sufficient amperage and circuit capacity as to handle all lighting loads, receptacles, and HVAC systems. NOTE: The entire electrical system for the modular building shall utilize only UL/CSA listed components and shall be in accordance with the National Electrical Code N.E.C requirements.� All the pre-wired receptacles, lights, switches, HVAC wiring will be connected to working order by the contractor upon delivery. HVAC - Heating- Wall Mount Unit - 1 Each under counter, wall mounted fan forced heater 240/208 Volt 4000/3000-Watt 13652/10239 BTU 16.7/14.4 Amp unit shall be provided. Unit shall have northern white louvered cover, integral, two-pole thermostat and built-in thermal cutout, fan delay. Heating- Ceiling Mount Unit - 2 Each over sliding doors - Ceiling mounted fan forced heater 240/208 Volt 4000/3000-Watt 13652/10239 BTU 16.7/14.4 Amp unit shall be provided. Unit shall have northern white louvered cover, Wall mounted two-pole thermostat, built-in thermal cutout, fan delay shall be provided. HVAC - Cooling & Heating -Through the Wall Unit- 1 Each - The air conditioner shall be 17,800/17,400 BTU AC with 11,000 / 9,000 Electric Heat.� The unit shall be a through-the-wall type with panel preparation included.� The unit shall be 230/208V, 60HZ, 20 AMP. Ballistic shroud shall be provided to match wall ballistic protection. Stainless Steel Countertop - The countertop shall be 24� deep and shall include a 1.5� x 1.5� steel powder coated post every 6� for support and access hole with grommet. Standard counter height is 30� A.F.F to meet ADA compliance Restroom - Restroom comes with (1) wall switch, (1) GFI receptacles (2) LED fixture controlled by wall switch. Walls shall have white FRP wall panel finish. Grab bars as required, Mirror, Soap dispenser, tissue dispenser, towel dispenser and Instant water heater shall be provided and installed. Slide Door - Door(s) shall be 36""w X 84""h X 1 3/4"" thick. Door includes a satin chrome lever set with privacy lock. Exhaust Fans - 1 each - A 180-cfm exhaust fan shall be included.� The fan shall be mounted in the wall and shall include proper raceways and electrical preparations for connection into the electrical system. Heating- Wall Mount Unit - 1 Each - Wall mounted fan forced heater 120-volt 1500-watt 16.7-amp unit shall be provided. Unit shall have northern white louvered cover, wall mounted switch shall be provided near counter, built-in thermal cutout, fan delay shall be provided. Baseboard Heating - 1 Each in chase access wall - The baseboard heat package shall consist of electric baseboard heaters UL approved and integral thermostat.� The units shall be 7"" high X 2-3/4"" deep.� The units shall have 750 watts of heating. The building must have all necessary internal domestic water piping.� All piping shall be concealed / surface mounted, properly supported with allowances for expansion and contraction. All piping shall be insulated.� Cold water supply shall be provided to sink, water heater and toilet with required shutoffs provided.� Final connection on site to be performed by contractor. Sink waste and vent shall be installed and final connection performed by contractor. Toilet / Soil connection to vent / Flange shall be installed and final connection made by contractor. Plumbing - Rear Discharge Water Closets: 1 Each - There shall be 1 Water closets included.� They shall have white china bowl and tank and include a molded high gloss, white enamel finish toilet seat.� Contractor to provide installation kit and contractor is required to make connection to existing plumbing. Lavatory Sinks - 1 Each - There shall be 1 lavatory sinks included.� They shall be white china with and include hardware for installation via wall hanging or vanity.� Included shall be a dual control chrome plated faucet with die cast zinc handles.� The faucet pack installation materials and instructions shall be included, and contractor is required to install and connect.
