- Request for Information and Sources Sought Office of Enterprise Network & Technology Support Directorate (ENTSD) Integrated Logistics Division (ILD) Support Services RDE & Large Scale NII Equipment Background and Purpose: This public posting is for informational, planning, and market research purposes only and constitutes a Request for Information (RFI) and a Sources Sought Request (SSR) only for United States, Department of Homeland Security (DHS), Customs and Border Protection (CBP). This announcement does not constitute a commitment, implied or otherwise that a solicitation or procurement will be issued. This is not a solicitation, Request for Proposal (RFP), or Invitation for Bids (IFB). No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. All information received resulting from this RFI will be used by CBP for acquisition planning and market research purposes only. However, your response may be releasable to the public under the Freedom of information Act (FOIA), 5 U.S.C. 552, and the DHS FOIA regulation, 6 C.F.R. Chapter 1 and Part 5. If you wish CBP to consider any portion of your response as ""confidential commercial information"", you should clearly mark the portion as ""confidential commercial information"". The procedures for identifying ""confidential commercial information"" are set forth in the DHS FOIA regulation cited above and are available on the DHS website: http://www.dhs.gov/xfoia/editorial0579.shtm. CBP, at its discretion, may request respondents to this RFI to meet with CBP program and contracting officials and to elaborate on information in their written response. Respondents to this RFI will not be notified of any results derived from a review of the information provided. All information contained in this RFI is preliminary and is subject to revision and is not binding on the Government. The purpose of this public posting is to give contractors the opportunity to provide information regarding their capability to support of the sustainment of Radiation Detection Equipment (RDE) and Large Scale Non-Intrusive Inspection (LS NII) Equipment.� Two (2) program areas comprise of the following scope of work. They are: Sustainment of RDE The scope is to provide supplies, parts, and services required to sustain required CBP Radiation Detection Equipment (RDE), associated ancillary and all additional software used in operational support of CBP RDE.� It is estimated that IT products, services, equipment and commercial-off-the-shelf (COTS) software will be purchased in support of this procurement.� This requirement will ensure CBP�s Integrated Logistics Division (ILD) continues to provide required systems administration and maintenance services and support for CBP Large Scale Radiation Detection Equipment (i.e., Fixed and Mobile Radiation Portal Monitors (RPMs), and associated Ancillary equipment and all related peripherals). Sustainment of LS NII Equipment The scope is to provide Maintenance and Technology Support Services for CBP fielded LS NII Equipment, Gamma Imaging/X-ray Equipment within the Continental U.S. (CONUS) and outside of the Continental U.S. (OCONUS).�� It is estimated that IT products, services, equipment and commercial-off-the-shelf (COTS) software will be purchased.� This requirement will ensure CBP�s Integrated Logistics Division (ILD) continues to provide required systems administration and maintenance services for CBP LS NII Equipment (i.e., Fixed and Mobile LS NII systems and associated Ancillary equipment). Please be advised, no questions will be addressed at this time.� The Government anticipates awarding a hybrid (Firm-Fixed Price (FFP) and Time-and Materials (T&M)) Task Order. � Draft Requirement Overview: Contractor resources will be used by the Government to provide services�such as�equipment repairs,�equipment upgrades, deployment of new systems based on existing/emerging threats, changes/enhancements in technologies, etc. Please be advised, the DRAFT Performance Work Statements (PWS) is attached in order to provide additional details. Information Request: � Please provide company information, such as company name, POC information (name, email and phone number), business type and size, address, CAGE Code, DUNS Number. Please provide information on what services are supported (NAICS Codes) Describe your ability to meet all terms and scope of the Draft Performance Work Statement (PWS) attached as part of this RFI. Describe your ability to support a tiered approach to equipment maintenance (i.e. 24x7 distance phone support, remote diagnostics capability, on-site technical repairs). Describe your ability to enter into necessary partnering agreements to provide support for proprietary systems. (i.e., Leidos Inc and Smiths Detection Systems, Varex, etc�.) Describe your approach to provide necessary staffing to support all required ports of entry. Describe your ability to maintain adequate cleared staff (for CBP EOD) to perform portions of the PWS (e.g., engineering drawings, site plans, detector performance, etc.). Instructions: Interested parties are encouraged to respond to this notice if they have the capability and capacity to provide the identified services. The due date and time for responses is no later than 2:00 PM EDT, Friday, November 19, 2021. The RFIs shall be submitted via email to: monica.y.watts@cbp.dhs.gov with the subject line "" Integrated Logistics Division (ILD) Support RFI"" to be considered. All responses must adhere to the page limits of 10 pages total. �The submission shall be logically assembled. Each response section shall be clearly identified and shall begin at the top of a page. All pages of each response section shall be appropriately numbered and identified by the complete company name, date, and referenced number listed on the Notice in the header and/or footer.
