Description
This RFI amendment provides the missing Section C.15 (in a seperate document) and remove and replace with an updated Attachment 5.� All other documents remain unchanged. *************************************************************************************************** The Administrative Office of the United States Courts (AO) is issuing a Request for Information (RFI) FOR INFORMATION OR PLANNING PURPOSES ONLY.� As part of its market research, the AO is issuing this RFI to determine if there exists an adequate number of qualified and interested contractors capable of the scope of the requirement in the draft performance work statement (PWS).� The AO is seeking feedback from the information technology (IT) community and other interested stakeholders on the draft PWS for our new Web-Based Jury Management System (JMS). �The JMS will assist the courts in the selection, management, and tracking of jurors, and will be used by the 94 district courts and their divisional offices. We encourage interested parties to review this draft solicitation and provide feedback using the attached ""JMS Draft RFI Response Template"". �These documents represent how the government believes the work can be accomplished, however, we want to emphasize these are in �draft� form and we will utilize comments to improve our request for proposal. �Should you be able to provide alternative means to accomplish these requirements while maintaining efficiency and effectiveness based on industry best practices, please provide that information. �Additionally, the Government is interested in understanding the budget requirements surrounding this body of work and would like cost/price estimates of the initial cost of the work (modification of the commercial off the shelf (COTS) product, configuration, development of training and documentation, replacement of 61 kiosks, interfacing to existing scanners and IVR, interfacing with the financial management system, and required licensing and installation for 94 courts). �The estimate should include recurring support services (e.g., hotline, software maintenance, forms, escrow, training offered with installation). �Additionally, the Government would like to know what databases the contractor supports and are able to support, as well as application software platforms and any other technical specifics that would be helpful. �However, the awardee�s software cannot not represent costly changes to the Judiciary�s infrastructure. �Also, the Government has particular interest in how each vendor satisfies the random selection requirement and how their method may be defended in a court of law. The AO is also seeking the following information: 1.� Names of interested parties.� Please provide company information to include: � � � � � a.� Name of Company � � � � � b.� Address � � � � � c.� Point of Contact to include telephone number and email address � � � � � d.� DUNS number (An offeror must have a DUNS number and be registered in the System for Award Management by time of award.) 2.� Can this requirement, as described in the draft PWS of the base BPA or IDIQ be accomplished as stated? 3.� What would be the best contract type?� (FFP / T&M / Labor Hour / etc.) 4.� Does the PWS and / or technical requirements require more information or specificity to propose / quote a FFP, T&M, or LH? 5.� The intended North American Industry Classification System (NACIS) code to solicit proposals is 541511 � �Custom Computer Programming Services.�� Is there a better suited NAICS code and the reason you feel it would be a better NACIS code? 6.� The intended Product and Service Code (PSC) is DA01 � �IT and Telecom � Business Application / Application Development Support Services.�� Is there a better suited PSC and the reason you feel it would be a better PSC? 7.� What is your experience/capability to successfully perform the work as described in the PWS?� Does your company possess the ability to modify a COTS product to implement a new JMS in all 94 judicial districts within the United States and its territories? 8.� What other information would be necessary to have to prepare a proposal? 9.� Are there any existing contracting vehicles that this could be solicited under to include GSA�s Federal Supply Schedules or other Government-Wide Agency Contracts (GWACs)?� If GSA, what would be the appropriate category/MAS to solicit? 10.� What are your questions and concerns in regards to the draft PWS?� Use attached spreadsheet. Please note, there is no attachments numbered 1, 2, 3, 4, 6, and 10. This RFI is not a solicitation for Government services. �AO does not anticipate posting questions and responses or amendments to the RFI as would occur with a formal request for proposal (RFP). �No awards will be made from this RFI and any response is voluntary. �Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this draft solicitation; all costs associated with responding to this draft solicitation will be solely at the respondent�s expense. �Not responding to this draft solicitation does not preclude participation in any future solicitation. The AO is part of the Judiciary Branch and not subject to the Federal Acquisition Regulation (FAR) so FAR Part 19 does not apply and set asides or direct awards based on socioeconomic status will not occur. � Feedback to this draft solicitation must be submitted to John R. Baumert (John_Baumert@ao.uscourts.gov) using the provided response template, by 4:00 p.m. Eastern Time on Thursday, November 18, 2021. The following Judiciary provision is incorporated in full text: Provision 2-1, Request for Information or Solicitation for Planning Purposes (JAN 2003) The judiciary does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited. (1)� Although ""offer"" and ""offeror"" are used in this Request for Information, your response will be treated as information only. �It will not be used as an offer. (2)� This solicitation is issued for the purpose of identifying potential sources as part of market research. �No solicitation exists; therefore, do not request a copy of the solicitation. �Responses will be used for the purpose of market research to obtain viability of the requirement, estimated pricing, and request comments / suggestions / questions regarding the draft solicitation. � Responses to this RFI will not be considered proposals on which the Judiciary can issue any contracts. �This RFI is issued for information and planning purposes only and does not itself constitute a Request for Proposals (RFP). � All information received in response to this RFI marked ""Proprietary"" will be protected and handled accordingly. �Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. � Responses to the RFI will not be returned. �Responders are solely responsible for all expenses associated with responding to this RFI. �The Judiciary will not pay for information received in response to this RFI. � There is no commitment by the Judiciary to issue an RFP, make an award, or to be responsible for any monies expended by industry for responses to this RFI. � To fully comprehend the information contained within a response to this RFI, there may be a need to seek further clarification from those respondent(s) identified as capable.� This clarification may be requested in the form of brief verbal communication by telephone; written communication; electronic communication; or a request for a presentation of the response. �The Judiciary reserves the right to seek additional information from those vendors identified with unique solutions that are determined to be beneficial to the Judiciary.� � � � � � � � � � � (end)
