United States Department of the Interior BUREAU OF INDIAN EDUCATION Division of Acquisitions Albuquerque, New Mexico SOURCES SOUGHT NOTICE Reference Number: DOIAFBO220005 Project Name: Bureau of Indian Education (BIE) Student Transportation System Place of Performance: Bureau-wide Sources Sought: ALL (IEEs, SBs, Large) THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. THIS DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. REQUIREMENT: The Bureau of Indian Education (BIE) is seeking qualified sources to reverse engineer BIE�s current system or provide a commercially available off-the-shelf (COTS) Student Transportation System that serves as an online interface for collection and retention of student transportation data required for the calculation and distribution of appropriated BIE funds as outlined in CFR 25 Part 39, the ISEP Student Transportation program. ELIGIBILITY: All Businesses working with the BIE MUST be registered in the System for Award Management (SAM) Database and have a positive standing. The Northern American Industry Classification System (NAICS) code for this project is 541512, Computer Systems Design Services with a Small Business Size Standard of $30 million. Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting; they must perform at least 50% of the cost of contract performance incurred for personnel shall be expended for employees of the small business concern. Include the percentage of work that will be self-performed on this project, and how it will be accomplished. SUBMISSION DETAILS: It is requested that all interested businesses submit a response in accordance with this section by the identified response date. Respondents should include the following information in their submissions: 1. Company information a. Name of Company b. Company Address c. Duns and Bradstreet Number (DUNS) d. Commercial and Government Entity (CAGE) Code e. Point of Contact (include telephone number and email address) f. Business size and socio-economic status (e.g. IEE, SB, Large, etc.) 2. Capability Information a. General capability statement of your company as it pertains to this requirement. b. Overview of your company�s experience as it pertains to this requirement. c. COTS system that you would propose for use. d. State if your company is currently Department of Interior (DOI) cloud approved and FedRamp approved hosting company. 3. Cost Information a. Estimated pricing to accomplish any or all of the requirements as stated on the draft requirement analysis, based on the information provided. b. Posted market price and/or price structure standard in this industry. c. Any other pricing component that you can share that will assist the Government in estimating cost. 4. Project Timeline a. Estimated project timeline from award of contract to go live date. MISCELANEOUS: The purpose of this market research is to survey prospective vendors in order to collect data, comments, and other information pertaining to this industry. Upon review of the responses to this sources sought notice, the BIE may utilize this for future determinations on appropriate procurement strategies. The BIE is under no obligation to award a contract as a result of this announcement. No funds are available to pay for any information received from potential sources. All information submitted in response to this announcement is strictly voluntary. Only electronic mail will be acceptable for vendor�s submissions.
