- This is a Sources Sought Notice ONLY. This is not a Request for Proposal (RFP) or a Request for Quotation (RFQ); it is strictly a Request for Information (RFI) as defined in Federal Acquisition Regulation (FAR) 15.201(e).� This RFI is for planning purposes only and shall not be construed as a RFP or as an obligation on the part of the Government for follow-on acquisition.� Responses to this notice are not offers and will not be accepted by the Government to form a binding contract.� Responders are solely responsible for all expenses associated with responding to this RFI.� All information received in response to this RFI that is marked as proprietary will be handled accordingly. SCOPE OF WORK The U.S. Government currently intends to award a one year service contract for the facilitation and data analysis of a Threatcasting Workshop on Weapons of Mass Destruction, which is to be conducted and utilized for purposes of the United States Military Academy. The U.S. Government is canvassing potential sources for the facilitation and data analysis of a Threatcasting Workshop on Weapons of Mass Destruction, to support research of the Army Cyber Institute at the United States Military Academy.� The Army Cyber Institute is supporting Army, DoD, and NATO research regarding future operating environments and threats.� Specifically, research into emerging destructive technology coupled with the employment of weapons of mass destruction (WMDs).� This requirement is to advance the knowledge of possible and potential threats using the Threatcasting Methodology in order to better prepare the military for future conflicts.� Services to be provided include assistance across all phases of the threatcasting methodology through a threatcasting workshop, data analysis, and reporting.� In consultation with the Army Cyber Institute personnel, the key tasks of services include the following: Prepare for and conduct a Threatcasting workshop on the defined topic. Conduct analysis/synthesis on the data from the Threatcasting workshop in order to provide findings. Create and brief a final report based on the findings from the Threatcasting workshop. Provide a technical analyst to manage the pre/post workshop activities and analysis. The anticipated NAICS code is 541715, Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology).� The anticipated PSC is U099, Other Education and Training Services.
