- This is a Sources Sought notice for informational and planning purposes and shall not be construed as an obligation on the part of the VA. The purpose of this sources sought is to identify qualified businesses, including Service-Disabled Veteran-Owned Small Business (SDVOSB), Veteran-Owned Small Business (VOSB), Small Disadvantaged Business (SDB), Woman-Owned Small Business (WOSB), Historically Underutilized Business Zone (HUBZone) Small Business, 8a Small Business and Small Business concerns that are interested in and are capable of performing the work described herein. Your responses to the sources sought will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. Department of Veterans Affairs, Network Contracting Office 21 will be possibly issuing a Request for Quote (RFQ) in the future to award a contract for an overhead track system used for rehabilitating patients. The salient characteristics and requirements are: Customized Oval Overhead Track System for (1) Room with accessories, stamped drawings, structural calculations, and onsite training 2. Warranty Requirements Five (5) year minimum warranty on all parts and accessories Two (2) minimum year warranty on lanyard and harness 3. Quality Standard and Certifications a. ISO certified b. IEC certified c. Class I CE d. UL certified e. FCC listed f. If software technology is utilized, it must be HIPAA compliant 4. Parts Requirements a. Heavy duty track tested and rated to hold up to minimum 500 lbs. i. Aluminum extrusion Grade 6005A-T5 ii. Mid-Span deflection suspension supports at least 0.90 iii. Track with at least 36 support spacing. iv. Track can be utilized as a straight run, curved, or an oval system. v. Length of tracks must be able to be customized according to the stamped and approved shop drawings. (Will be provided during solicitation at a later date) b. High Performance Trolley tested and rated to hold up to minimum 500 lbs. i. Must be made out of anti-corrosive material when it comes in contact with aluminum track ii. Must be made so that it can carry up to 500 lbs. min. per patient. iii. Must be made so that it is flexible enough to accommodate patient to freely move. iv. Allows multiple users at a time by easily adding and removing trolleys as needed depending on the patient therapy workload v. Trolley shall not be motorized c. Adjustable lanyard rated to hold up to 500 lbs. minimum. i. Must be easily adjustable ii. Must be made so it allows patient to move freely iii. Must be easily adjustable to accommodate any ceiling height iv. 360 degree swivel at top and bottom to allow for unfettered movement v. Provide backup adjustable safety cam as an extra safety precaution Harness System a. Vest shape harness with 5 points of adjustment (min.) and equipped with back pad. b. Padded shoulder, leg and back are made of closed cell foam with mesh lining or other materials to ensure patient comfort. c. Adjustment area allows min. 4 of chest strap adjustment. d. Equipped with torso buckles with release tabs e. Positioning D-Rings are backed with heavy duty cordura (or equal) and a wear pad for durability f. Harnesses shall be made so that it can easily be adjustable to fit multiple sized adult patients and made from very durable and easily cleanable fabric/materials. g. Harness shall be equipped with easily adjustable and durable fabric straps i. Option: connect the straps to buckles with release tabs to assist in adjustments h. Option: harness can be equipped with Velcro to assist in adjustments and to assist in securing the patient to the harness Trolley Insert Clot Allows multiple users at a time by adding and removing trolleys as needed depending on the patient therapy workload. Lanyard a. Adjustable cam release allows therapist to adjust tension for patient and ceiling height. b. Back up adjustable safety cam provided and serves as an extra safety precaution. c. 360 degree swivel at top and bottom allows unfettered movement. 5. Above Ceiling Structural Support System a. They need to be detailed out on shop drawings that are subject to approval by the VA. See paragraph 4 below b. Must be calculated by licensed Structural Engineer in California c. Must use seismic connections and attachments. d. Connections from above ceiling support systems to the track must also use seismic connection and attachments. The connections from above ceiling support systems to the track, including its mechanical connections must be able to resist corrosion. e. Must be compliant with structural details on Conformed Set s Structural Drawings. (Will be provided during solicitation at a later date) f. The Unistrut, struts, and trapeze system (if applicable) above ceiling must be compliant with Conformed Set s Structural Drawings and they must be designed to resist seismic forces. 6. Stamped Shop Drawings and Structural Calculations Provide a fully engineered and stamped drawings and structural calculations by a licensed engineer for the mounting and installation of the system. Drawings shall contain dimensions, configuration and layout of the track, section cut details, details of all the support system above ceiling, attachment and connection details and their locations, etc. Layout of the track shall be drawn to include other ceiling elements in the vicinity of the track, such as location of light fixtures, location of mechanical diffusers, and location of fire sprinklers. 7. Installation Requirement a. Installation of the equipment and its associated parts must be installed by certified installer so as not to void warranties. 8. Onsite Training a. Provide onsite training to the users. Training shall be conducted no more than 6 weeks after installation is complete. b. Provide in-person demonstration for the operation of the system c. Provide in-person demonstration for the maintenance and troubleshoot of the system d. Provide training literature and technical support contact information The government intends to award one firm fixed price contract. The NAICS code is 339113 Surgical Appliances and Supplies Manufacturing and the corresponding size standard is 750 employees.
