US Army Corps of Engineers Southwestern Division, Interagency and International Services El Paso Veterans Administration (VA) New Health Care Center DRAFT � Phase I DB RFP NOTICE:� This is not a solicitation for proposals and no contract will be awarded from this notice; therefore, no proposals are required at this time.� No reimbursement will be made for any costs associated with providing information to this notice nor any follow-up information requests.� The US Army Corps of Engineers, Fort Worth District has been tasked to solicit for and award a project for vertical construction services to construct a New Health Care Center for the Department of Veterans Affairs (DVA) Office of Construction and Facility Management (CFM). The proposed project is planned as a Design-Build (DB) contract. The DRAFT Phase I DB RFP is available for comment through ProjNet www.Projenet.org/ utilizing Key Access #: 7X7AN4-V465BD.� The comment period closes Monday 29 November 2021 at 11:59PM CT.�� Comments received will be evaluated for incorporation into the final Phase I RFP.� PROJECT DESCRIPTION: The work will consist of the design and construction of a new health care center with approximately 492,996 square feet to replace the existing Department of Veterans Affairs (DVA) health care center for the El Paso Veterans Affairs Health Care System (EPVAHCS), including construction of a new central utility plant. Construction will be located on Fort Bliss adjacent to the new William Beaumont Army Medical Center (WBAMC). Primary facility will include the complete health care center replacement, consisting of ambulatory care, outpatient clinics, ancillary services, building information systems and special foundations, utilizing Evidence Based Design (EBD). Supporting facilities will include site work, surface parking, utilities, storm water infrastructure and associated improvements necessary to support the new health care center. Disposition of the existing facility is not included.� The project will be designed in accordance with the DVA Technical Information Library (TIL) as well as with applicable Unified Facilities Criteria (UFC). Operations and maintenance manuals, commissioning, and comprehensive building and furnishings related interior design services are required. Air Conditioning (Estimated 3,500 Tons). The El Paso VA New Health Care Center project magnitude is estimated at >$500 million and will have a period of performance of approximately 1,530 days.� The El Paso VA New Health Care Center project is still under development, so these estimates may change.
