Description
NASA/GSFC has a requirement for Facility for Rare Isotope Beams (FRIB).� The FRIB is used for radiation testing of microelectronic and photonic piece parts, components, and systems. NASA conducts evaluations of candidate electrical, electronic, electromechanical, and electro-optical (EEEE) parts for use in spacecraft and spaceflight instruments.� The specified analysis procedures sometimes require ground-based accelerated radiation testing, necessitating the use of particle accelerators to emulate the space environment.� These ground-based tests use particle accelerators to provide ion beams that can be employed to evaluate single-event effects (SEE), total ionizing dose (TID), and displacement damage dose (DDD) or total non-ionizing dose (TNID).� Understanding these effects is critical for mission success. These radiation tests will support many NASA projects and programs, including ongoing Artemis missions, the Lunar Orbital Platform-Gateway, Space Weather Follow-On, Next Mars Orbiter, the NASA Electronic Parts and Packaging (NEPP) program, and many others. NASA/GSFC intends to issue a sole source contract to acquire the items from Michigan State University (MSU).� In accordance with 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, �Only one responsible source and no other supplies or services will satisfy agency requirements.� MSU is the only facility whose linear accelerator, technical beam, and beam structure, provides the specific requirements outlined in the JOFOC.� �
