11/10/22021: Amendment 02�- The purpose of this Amendment is to: 1. Provide Attachment 3 Continuation of Combined Syn-Sol HEALY DS FY22 (REV 2) updating the inspection dates in section FAR 52.212-1 Addendum (5) to include ""14 November � 15 November 2021 at Naval Base San Diego, CA"" and primary points of contact (POCs). 2. Add COVID-19 safety instructions to Attachment 3, section FAR 52.212-1 Addendum (5) for Contractor personnel boarding the vessel for inspection prior to submission of proposals. 3. Provide Attachment 7, Government Responses to Requests for Clarification received from industry. This amendment DOES NOT extend the offer due date. All offers are due not later than 12:00 PM�PT, Friday, 03�December�2021. All other terms and conditions remain unchanged. In accordance with Attachment 3�Section FAR 52.212-1 Addendum (8)E page 27�of the solicitation, Offerors are required to ""return and sign any SF30 amendments that were issued""�with their proposal submission. ------------------------------------------------------------------------------------------------------------ DOCKSIDE (DS): Indefinite Delivery, Requirements (IDR) Contract for Dockside (DS) Repairs of the United States Coast Guard Cutter (USCGC) HEALY (WAGB 20) Notice Type:� Combined Synopsis/Solicitation Response Date: 12:00 pm PDT December 03, 2021 Archiving Policy: Manual Archive Classification Code: J � Maintenance, Repair, & Rebuilding of Equipment NAICS Code: 336611 � Ship Building and Repairing SYNOPSIS: This is a combined synopsis/solicitation for commercial items prepared using procedures set forth in FAR Parts 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, with elements of Part 15, as supplemented with additional information included in the notice. Solicitation number is 70Z08522RP4505600 and is issued as a Request for Proposals (RFP). This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. This RFP incorporates provisions and clauses in effect through Federal Acquisition Circular 2021-06 effective 12 July 2021.� This requirement is being solicited as 100% total small business set aside. The NAICS Code is 336611, Ship Building and Repairing, with a size standard of 1250 employees.� The contract will be awarded as an IDR and task orders will awarded as firm, fixed-price. One award will be made under this solicitation. To receive an award, the Contractor must be registered in the System for Award Management (SAM) www.sam.gov. The attached specifications (ATTACHMENTS 1) contain the work items.� The items are not all inclusive.� Specific work items will be awarded via a task order.� �Scope of work shall include ship repair and associated support work, and may include work that is not currently listed as Optional Items. �A list of contract line item numbers and items, quantities and units of measure, including options, is included as ATTACHMENTS 2. The Contractor shall furnish all the necessary labor, material services, equipment, supplies, power, accessories, facilities and such other things as are necessary, except as otherwise specified, to perform dock-side maintenance and repairs in accordance with the solicitation, and attached specifications. Failure to read the specifications in their entirety will not relieve the offeror from the responsibility for properly estimating the difficulty or price of successfully performing the work. Failure to do so will be at the offeror's risk. All proposals submitted in response to this solicitation shall stand firm for 90 calendar days from the close date of this solicitation. NOTE: �The Government will not pay for costs incurred in the preparation and submission of proposals or other costs incurred in response to this announcement. The anticipated period of performance of the IDR contract will be from date of award through 31 December 2022.� The period of performance may change upon award of the contract. The anticipated period of performance for the task order to be awarded for the HEALY DS will be from 10 January 2022 to 10 May 2022.� Funds are not currently available for the task order.� No task orders will be awarded until funds are available. The provision at 52.212-1, Instruction to Offerors - Commercial Items (Sep 2021) Addendum, applies to this acquisition. The provision at 52.212-2, Evaluation -Commercial Items (Oct 2014) applies to this acquisition. More information about the evaluation criteria is located in ATTACHMENT 3. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items (Oct 2018) Addendum, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Jul 2021), applies to this acquisition.� ATTACHMENT 3 identifies the additional FAR clauses cited in this clause that are applicable to the acquisition. QUESTIONS AND REQUEST FOR DRAWINGS: Drawings will be made available upon request by emailing David Humfleet at David.A.Humfleet@uscg,mil�with courtesy copy to Wilma Estrada, at Wilma.L.Estrada@uscg.mil.�The last date to request drawings regarding this solicitation is November 17, 2021.� After this date, further requests may not be accepted due to time constraints.� Some references listed in the Specification, under �Consolidated List of References,�� are subject to Export Control limitations or have otherwise restricted distribution, and have been deemed ""limited access"" and ""export controlled"" packages. In order to access these documents, vendors must be certified as a US or Canadian contractor by the Joint Certification Program (JCP) administered by the Defense Logistic Information Service (DLIS). Instructions and procedures for being certified by JCP can be found at https://www.dla.mil/HQ/LogisticsOperations/Services/JCP/.� Only those vendors that have current certification by JCP will be able to be granted explicit access to these packages by the USCG. It shall be the obligation of the Offeror to exercise due diligence to discover and to bring to the attention of the Government any ambiguities, inconsistencies, or concerns regarding the information in this solicitation. Requests for clarifications are due no later than November 29, 2021 at 12:00 p.m. Pacific Daylight Time (PDT). See ATTACHMENT 4, Request for Clarification. After this date and time, further requests may not be accepted or answered due to time constraints. Submission of questions and any resulting answers from the Government will not require the Contracting Officer to extend the solicitation closing date. Questions/concerns will be compiled and addressed on a Standard Form 30, Amendment of Solicitation, and will be posted via http://www.sam.gov for viewing by all potential Offerors. PROPOSAL DUE DATE: Proposals must arrive no later than 12:00 p.m., PDT, on December 03, 2021.� Proposals received after this date and time, will not be considered. Mailed and emailed proposals will be accepted. Faxed proposals will not be accepted. ANTICIPATED AWARD DATE: The contract is expected to be awarded on or about December 23, 2021. The task order will be awarded shortly thereafter for the USCGC HEALY DS FY22.� �Period of performance for the task order will be stated in the task order.� Period of performance for the first task order is 10 January 2022 to 10 May 2022.� All Federal holidays that lie within the performance period will be observed. An arrival conference will normally be held on the day of the scheduled start date for each task order.
