Description
Pre-solicitation Notice: Certified Tumor Registrar Services ATTACHMENT 1 A solicitation will be issued as a set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB). If award cannot be made to a SDVOSB, the solicitation will be canceled, and the requirement resolicited. The Department of Veterans Affairs (VA), VISN 08, Malcom Randall VA Medical Center (VAMC) located at 1601 SW Archer Road, Gainesville, FL 32608 intends to solicit quotes from SDVOSB contractors to provide Certified Tumor Registrar (CTR) services to the VAMC under an indefinite-delivery contract (IDC). The Contractor shall furnish all personnel to provide case findings and abstract services necessary to perform cancer registry services to eligible beneficiaries of the Malcom Randall VAMC, North Florida/South Georgia Veterans Affairs Heath Care System (NF/SG VAHCS). All services shall be performed virtually off-site at the Contractor s facility. The Contractor shall provide professional and technical services to include materials, supplies, equipment, qualified supervision, and other related services. Interested contractors shall have at least three (3) years of experience in providing cancer registry services and recent experience with the Commission on Cancer (COC) standards. The goal of this procurement is to catch up the VAMC backlog and establish a safe and uniform process for maintaining an efficient & accurate cancer registry database in accordance with 100% of the current COC standards, Veterans Health Administration (VHA) cancer registry requirements, and State requirements (where applicable). Certified Tumor Registrar (CTR): Must hold a current CTR credential granted through the National Cancer Registrars Association (NCRA). The contractor shall verify its personnel s current certification status with the NCRA and shall provide evidence of certification with their quote submission. The anticipated period of performance for this contract will be from December 01, 2021 through November 30, 2026 for the base year and four (4) - one (1) year option periods. The solicitation will be prepared in accordance with the Federal Acquisition Regulation (FAR) part 12 and evaluated in accordance with the procedures of FAR Part 13. The solicitation document will be issued as Request for Quote (RFQ) 36C24822Q0112. The VA anticipates issuing a SDVOSB set-aside solicitation for this requirement on or about October 30, 2021. Interested contractors will be responsible for downloading copies of the solicitation and (any subsequent amendments) from this website. No hard copies will be made available. The solicitation will provide instructions to contractors about the response to the Request for Quote (RFQ) submission process. Prospective contractors are encouraged to register their interest in the solicitation on the FedBizOpps (FBO) website (https://beta.sam.gov/) so that they are notified of the issuance of the solicitation and any amendments. In accordance with FAR 52.204-7, System for Award Management (SAM), prospective contractors must be registered in SAM to be eligible for award. SAM registration is required under the applicable North American Industry Classification System (NAICS) Code. Contractors may obtain SAM information at https://beta.sam.gov/. Registration is free and potential Quoters are encouraged to visit the SAM website. The NAICS Code for this procurement is 561320 - Temporary Help Services. The Product Service Code (PSC) is Q701- Specialized Medical Support. The Business Size Standard is $30 million dollars. The RFQ will be a set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB). At the time of contractor s response to the RFQ, contractor must represent that it is a SDVOSB quoter and must be listed as verified in Veterans Information Pages (VIP) https://www.vip.vetbiz.gov. SDVOSB quoters shall be verified for eligibility in the Representations and Certifications at the Entity Information data base at https://beta.sam.gov/. Unverified SDVOSBs will be considered as do not meet the requirements of the solicitation and will not be considered for award.
