This adjustment will be implementedvia a Reconciliation Modification at the end of contract performance. Price reductions made pursuant to this section shall not limit other remediesavailable to the Government for failure to meet required RTATs, including but not limited to the Government's right to terminate for default. Reconciliation A reconciliation modification will be issued after final Inspection and acceptance of all assets inducted under this contract. The parties have agreed to a price (shown on the schedule page) for each unit at the negotiated RTAT. Such prices are based on the Contractor meeting the RTAT requirements described withinthe schedule page. If the Contractor does not meet the applicable RTAT requirement, the price adjustment as stated shall be applicable. The resultant award of this solicitation will be issued bilaterally, requiring the contractor's written acceptance prior to execution. All transportation to/from repair site will be paid for by US Navy. All contractual documents (i.e. contracts, purchase orders, task orders, delivery orders and modifications) related to the instant procurement are considered to be ""issued"" by the Government when copies are either deposited in the mail, transmitted by facsimile, or sent by other electronic commerce methods, such asemail. The Government's acceptance of the contractor's proposal constitutes bilateral agreement to ""issue"" contractual documents as detailed herein. \ 1. SCOPE 1.1 ;This specification contains the performance requirements for the repair and reconditioning of the ML-448/UM Aneroid Barometer. The technical and physical specifications and performance requirements of the Aneroid Barometer are in MIL-B-17089A(AS) including Amendment 1, and as modified herein.; 2. APPLICABLE DOCUMENTS 2.1 Applicable Documents - The document(s) listed below form a part of this contract/purchase order including modifications or exclusions. 2.1.1 ""Document References"" listed below must be obtained by the Contractor. REQUIREMENTS 3.1 Cage Code/Reference Number Items - The BAROMETER,ANEROID repaired under this contract/purchase order shall meet the operational and functional requirements as represented by the Cage Code(s) and reference number(s) listed below. All repair work shall be performed in accordance with the contractors repair/overhaul standard practices, manuals and directives including but not limited to drawings, technical orders, manufacturing operations, tooling instructions, approved repair standards and any other contractor or government approved documents developed to provide technical repair procedures. CAGE___Ref. No. ;82205 6079-1; 3.2 ;Repair. When repaired, the Aneroid Barometer shall meet the technical and physical specifications and performance requirements of MIL-B-17089A(AS) unless otherwise noted below. Repaired units shall be calibrated and ready for use before being returned to the government.; 3.3 ;Materials. The materials used in the repair of the Aneroid Barometer shall meet the technical and physical specifications and performance requirements listed in MIL-B-17089A(AS). Certain of the specifications and requirements are modified as herein. The repair supplier shall provide documentation on requestattesting to the characteristics of the materials used. (a). MIL-B-17089A,paragraph 3.4.2. shall be modified by deleting the statement, ""Aluminum is not acceptable"" and adding ""Aluminum alloy in accordance with QQ-A-596 alloy numbers 43, 356, 613, or equivalent shall be allowed provided they meet the remaining requirements of MIL-B-17089A"". (b). Any coatings used must be corrosion resistant and must not chip or peel in the expected use environment. (c). MIL-B-17089A, paragraph 3.4.2., shall be modified by deleting ""a spacer ring of white enameled brass shall be provided"" and replacing with ""a spacer ring, if used, should be of cast, formed, drawn, or spun metal with white enamel finish or with the same finish as the dial"".; 3.4 ;Repair Process. The processes used in repairing the Aneroid Barometer shall be sufficient to ensure that the repaired product is equal to a new unit in performance; and substantially identical to a new unit in fit, form, finish, function and operation.; 3.5 ;Calibration. When calilbrated, the Aneroid Barometer shall meet the per- formance requirements of MIL-B-17089A(AS).; 3.5.1 ;Calibration Procedures. A written calibration procedure shall be used when calibrating the Aneroid Barometer. The calibration procdure shall use measurement methods and standards that are traceable to national standards or independently verifiable natural physical constants. The calibration procedure used shall be capable of verifying that the Aneroid Barometer meets the specified performance requirements. NAVSEA ST700-BR-ROM-010 may be used as a guide to identify some calibration procedures that meet this requirement.; 3.5.2 ;Calibration Checks. The purpose of calibration is to verify that the Aneroid Barometer is operational, and to certify that it indicates the actual pressure at any point over its full range with the required precision and accuracy. When being calibrated, the Aneroid Barometer shall be checked at the ambient air pressure, at the low and high design pressure point, and at a minimum of four other points on the scale. Calibration will be performed in both the low to high and high to low pressure directions. Calibration will be performed with the barometer dial oriented vertically; that is, in the same position as when the instrument is mounted on a bulkhead or wall. All standards and test instruments used in the calibration shall be in current calibration themselves.; 3.5.3 ;Calibration Labels or Tags. A tamper-resistant calibration label, or label and associated tag, shall be affixed so that it is visible and readable when the Aneroid Barometer is installed for normal operation. The calibration label or tag shall not obscure any indications or interfere with any controls of the instrument. The calibration label shall clearly, legibly, and indelibly indicate the organization that performed the calibration, the date the next calibration is due, and the serial number of the instrument.; 3.5.4 ;Calibration Seals. Access to any adjustments that affect the accuracy or precision of the Aneroid Barometer shall be sealed with tamper-resistent labels. The wording on these labels shall indicate that the calibration of the instrument is void if the seal is broken. Placement of the labels shall not obscure any indications or interfere with any controls of the barometer. Adjustments that are intended to be made by the user during operation of the barometer shall not be sealed.; 3.5.5 ;Calibration Reports. The calibrating activity shall provide a report of calibration with each calibrated barometer. The report shall include at least: ^the identification of the calibrating activity; ^the identication of the instrument calibrated including the serial number; ^the identification of all test and measuring instruments and standards used to calibrate the barometer, including the next calibration due date of each item; ^the identification of the calibration procedure used; ^the calibration date; ^ the next calibration due date; ^the type of calibration label or tag attached; ^the as-received condition, including any out of tolerance values and, ^the test values determined during calibration.; 3.5.6 ;Calibration Records. The calibrating activity shall maintain records sufficient to prove the nature of work performed and the ability to perform the work. All records shall be available to the government on request. The records shall include at least the calibration report as described in the previous paragraph, and information sufficient to prove the adequacy of the calibration procedures, the competency of the measurement systems (including personnel) to perform the measurements, and to prove traceabililty to national standards or independently verifiable natural physical constants. Calibration reports shall be retained at least twice as long as the calibration interval for the instrument. Other records should be retained for at least as long as they are required to provide the necessary documentation.; 3.6 ;Drawings. This standard covers repair of the Aneroid Barometer to conform to the requirements of an existing specification, MIL-B-17089A. It does not include manufacture of the barometer. Therefore, the government does not require any drawings for the purposes of this specification. However, the government may require documentation that materials used to repair the barometers conform to the material technical requirements.; 3.7 Marking - This item shall be physically identified in accordance with MIL-STD-130. 3.8 Changes in Design, Material Servicing, or Part Number - Except for a Code 1 change, which shall be processed as provided in the code statement shown below, no substitution of items shall be made until the NAVICP-MECH Contracting Officer has notified and approval has been given by issuance of a written change order. When any change in design, material, servicing or part number is made to replace or substitute any item to be furnished on this contract/purchase order, the Contractor shall furnish, for the substituting/replacement item, a drawing and an explanation of the reason for the change, explaining the reason therefor. If finished detail drawings are not available, shop drawings in the form used by the manufacturer will be acceptable for Government evaluation. When notifying the Procurement Contracting Officer of the reasons for making substitutions, the type of change shall be indicated by code number in accordance with one of the following statements: Code 1: PART NUMBER CHANGE ONLY - If the Manufacturer's Part Number indicated thereon has changed, but the parts are identical in all respects, supply the item and advise NAVICP-MECH immediately of the new part number. Code 2: Assembly (or set or kit) not furnished - Used following detail parts. Code 3: Part not furnished separately - Use assembly. Code 4: Part redesigned - Old and new parts are completely interchangeable. Code 5: Part redesigned - New part replaces old. Old part cannot replace new. Code 6: Part redesigned - Parts not interchangeable. 3.9 The contractor shall notify the Government testing activity ;5; days prior to shipment of material to be tested. 4. QUALITY ASSURANCE 4.1 ;Responsibility for Quality Management System. The contractor is responsible for performing all work in a qualilty management system that assures con- formance to quality and performance requirements. Contractors may choose to have their quality management system registered or certified under a third party quality management system assessment program. If so, evidence of current registration or certification shall be provided to the government, and changes in that status shall be promptly communicated to the contracting officer. The government reserves the right to perform and conduct any inspec- tions, tests, or measurements that are determined by the government to be necessary to verify conformance to quality and performance requirements.; 4.1.1 ;Quality Systems Requirements (Repair). The quality management system of the repair supplier shall be capable of assuring conformance to quality and performance requirements. A supplier that is currently registered by a third party assessor to have a quality management system conforming to the minimum requirements of ANSI/ISO/ASQC Q9001, ANSI/ISO/ASQC Q9002, or another equiva- lent standard (referenced under ""Legal Equivalence"") shall be deemed to meet this requirement. Government and military activities acting as repair sup- pliers shall be deemed to meet this requirement.; 4.1.2 ;Quality Systems Requirements (Calibration). The calibration supplier shall be competent to perform the calibration, and shall operate under a qualilty management system capable of assuring conformance to quality and performance requirements. A supplier that is currently registered by a third party assessor to be competent in the measurement area and to have a quality management system conforming to the minimum requirements of IEC/ISO Guide 25 shall be deemed to meet this requirement. Government and military calibration activities will be deemed to meet this requirement when certification by their cognizant authority is current.; 4.1.3 ;Government Audit of Quality Systems. The government may choose to verify the quality management system and calibration capability of a supplier at any time, by means of an on-site audit. The Government's quality management system verification audit may be based on the requirements of either ANSI/ISO/ASQC Q9001, ANSI/ISO/ASQC Q9002, or other applicable quality management systems standards. The Government may verify the technical measurement competency of calibration suppliers. The Government's verification audit may be based on the requirements of IEC/ISO Guide 25; or by examining the results of an interlaboratory measurement comparison program, or by other applicable methods.; 4.2 ;Testing. PreProduction testing as specified in paragraph 4.1.1. of MIL-B-17089Ais not normally required for repair work. Acceptance inspection as specified in paragraph 4.1.2. of MIL-B-17089A, when performed by the government, will normally be limited to Visual and Mechanical Inspection, and a check of thebarometer calibration accuracy and precision. ; 4.2.1 ;Acceptance Inspection. Acceptance inspection as described in the previous paragraph, will be performed on the first lot repaired by any vendor. A lot will consist of all barometers sent to the vendor for repair at one time. A random sample will be selected from the lot according to Table 1. If the lot size is one, or if the lot size is smaller than the sample size, then the entire lot will be inspected. Inspection for lot sizes greater than 90 shall use random sample sizes taken in accordance with ANSI/ASQCZ1.4 for inspection Level III, single sampling, and an acceptable quality level of 1.0%. See separate attached chart.; 4.2.2 ;Additional Inspections. The government may, at their discretion, perform acceptance inspection on a sample of any lot after the first.; 4.2.3 ;Handling of Acceptance Inspection Lots and Samples. The lot to be inspected will have a random sample taken from it by the Defense Contract Management Organization Quality Assurance Representative. The Contractor shall ship the selected sample of repaired and calibrated Aneroid Barometers to the In-Service Engineering Activity (ISEA). The Contractor will contact the ISEA at least five working days prior to the shipping date. The sample will be shipped by traceable means at the Contractor's expense. The samples will be inspected by the ISEA to determine conformance to requirements. Notice of acceptance or rejection of the lot will be provided to the Contracting Officer within ten (10) working days after receipt by the ISEA laboratory. If accepted, the ISEA will forward a letter, stating approval, to the Procurement Contracting Officer, at the Naval Inventory Control Point, Mechanicsburg, and the Contracting Officer will notify the Contractor of the acceptance. The ISEA will ship the items back to the Contractor, at Contractor expense. If the lot is rejected, any defective units must be reworked, and the entire lot shall be re-submitted for sampling and inspection.If the lot is rejected, a letter will also be forwarded as described above.; 4.2.4 ;ISEA Point of Contact. MARK PACKAGE FOR: Environmental Effects Testing Laboratory Test Samples.; 4.3 Inspection System Requirements - The supplier shall provide and maintain an inspection/quality system acceptable to the Government. The inspection system requirements for this contract/purchase order shall be in accordance with MIL-I-45208. Suppliers certified to perform under ISO 9001 or ISO 9002 are granted permission to utilize the one desired in lieu of MIL-I-45208. 4.4 Responsibility for Compliance - All items must meet all requirements of this contract/purchase order. The inspection set forth in this specification shall become a part of the Contractor's overall inspection system or quality program. The absence of any inspection requirements shall not relieve the Contractor of the responsibility of assuring that all products or supplies submitted to the Government for acceptance comply with all requirements of the contract/purchase order. Sampling in quality conformance does not authorize submission of known defective material, either indicated or actual, not does it commit the Government to acceptance of defective material. 4.5 Records - Records of all inspection work by the Contractor shall be kept complete and available to the Government during the performance of contract/purchase order and for a period of 365 calendar days after final delivery of supplies. 4.6 Production Lot Test (Government) - The Contractor shall deliver ;the Lot Size to the required Sample Size, see Table I of Attachment A; unit(s) to ;SPAWAR Systems Center, Charleston, ATTN: Code J326, One Innovation Drive, Building 3147, Hanahan, SC, 29406. Mark package ""Environmental Effects Testing Laboratory Test Samples""; for production lot testing in accordance with ;this competitive repair technical data package; . Government production lot tests shall consist of ;non-destructive; testing. If testing is nondestructive, production lot sample(s) ;shall; be returned. 4.6.1 ;The cost of the Production Lot Testing will be $3,750.00 per production lot.; 4.6.2 ;The Production Lot Testing will be non-destructive.; 5. PACKAGING 5.1 Preservation, Packaging, Packing and Marking - Preservation, Packaging, Packing and Marking shall be in accordance with the Contract/Purchase Order Schedule and as specified below. 5.2 ;Packaging. When being shipped or transported, the Aneroid Barometer shall be well packaged according to standard industry practices. The packaging materials and methods shall be adequate to assure the barometer will be received at the ultimate destination in a clean, dry, undamaged, and in operable condition. The packaging shall be able to withstand all normal handling encountered in land, air, or sea shipping, including handling by automated sorting machinery and transportation in unpressurized aircraft. The packaging shall be capable of being stored out doors in all climates without allowing damage to the enclosed barometer.; 5.3 ;Marking. The packaging shall be clearly, legibly and indelibly marked with the address of the shipper and the destination, applicable contract and tracking numbers, other information that is customary standard practice for the shipper, and other information that may be required by the specific contract or purchase order.; MIL-STD 2073 PACKAGING APPLIES AS FOUND ELSEWHERE IN THE SCHEDULE 6. Interim Changes and Classified Specifications must be obtained by submitting a request on DD Form 1425 to NAVSUP-WSS. 6.2 ;Legal Equivalence. ANSI/ISO/ASQC Q9001 and ANSI/ISO/ASQC Q9002 are the United States' legal equivalent of the International ISO 9001 and ISO 9002 quality system standards. While the specified version is preferred, either version of the standards, or the legal equivalent standards of other allied nations may be used with equal validity. Other equivalent quality system standards are the automotive industry QS-9000 Quality System Requirements, and the aero-space industry, AS9000, Aerospace Basic Quality System Standard, as both of those fully incorporate Q9001.; 6.3 In accordance with OPNAVINST 5510.1 all documents and drawings provided by the U.S. Navy to perspective Contractors must include a ""Distribution Statement"" to inform the contractor of the limits of distribution, and the safeguarding of the information contained on those documents and drawings. There are 7 (seven) seperate distribution statement codes used for non-classified documents and drawings. The definition for each is as follows: A... approved for public release; distribution is unlimited. B... distribution authorized to US Governments agencies only. C... distribution authorized to US Government agencies and their contractors. D... distribution authorized to DoD and DoD contractors only. E... distribution authorized to DoD Components only. F... further distribution only as directed by Commander, Naval Sea Systems Command, code 09T. X... distribution is authorized to US Government agencies and private individuals or enterprises eligible to obtain export controlled technical data in accordance with OPNAVINST 5510.161. 6.4 NOTE TO GOVERNMENT TESTING FACILITY - Upon completion of the Government tests cited under Section 4, Quality Assurance, a letter stating approval/disapproval of the testing performed shall be mailed within 5 days to the Naval Inventory Control Point, Attention: Procurement Contracting Officer, identified in this contract/purchase order, 5450 Carlisle Pike, P.O. Box 2020, Mechanicsburg, Pa. 17055-0788. 6.5 Notice To Distributors/Offerors - Consideration for award of contract shall be given only to authorized distributors of the original manufacturer's item represented in this solicitation. If you desire to be considered as a potential source for award of this contract, proof of being an authorized distributor shall be provided on company letterhead signed by a responsible company official and sent with your offer to the Procurement Contracting Officer.
