- The U.S. Department of Agriculture, �Animal Plant Health Inspection Service, Plant Protection and Quarantine , Pink Bollworm Rearing Facility located in Phoenix, AZ will be needing a new five year firm fixed priced service contract, for Water Treatment Service starting January 1 of 2022. Statement of Work ������������ CONTRACT PROJECT: �Title: Water Treatment��� �Location: USDA, APHIS, PPQ, PBWRF ������������������ 3645 E. Chipman Rd. ������������������ Phoenix, AZ 85040 PLEASE CHECK� location address and be sure transportation cost is feasible.� There will be no reimbursement for transportation or communication costs for this location. Background:� The Phoenix Rearing Facility is a ~69,000 square foot insect production facility that utilizes two 220 ton centrifugal chillers to provide treated chilled water to approximately 125 fan coil units throughout the building by pumping the liquid through a closed loop. One BAC cooling tower per chiller cools the process water for the chiller operation by way of an open loop of treated water. Hot water for heating is provided by two Kewanee water boilers, treated hot water is pumped to the fan coils by way of a closed loop. Humidification is provided by one low pressure Hurst Boiler and also a Hurst High pressure boiler that can be regulated down to low pressure when needed. Primary purpose of the high pressure boiler is to provide steam for sterilization in an autoclave and to operate process equipment in the production kitchen. All boilers are supplied with softened water. Scope: The contractor shall furnish all labor, materials including treatment chemicals, and equipment for Water Treatment Service at the Phoenix Rearing Facility (PRF).� Service calls shall be made as often as necessary to achieve proper water treatment, but no fewer than two visits per month. Water samples will be analyzed during each service call. The chemical feeders will be checked, adjusted, and calibrated during each visit and recharged with proper chemicals. Special chemicals will be applied for the control of slime and algae for the cooling towers. A written report of conditions and any adjustments made will be given to the maintenance department after each visit. The vendor will train one onsite employee to test the boiler water on a daily basis and maintain a log. If there are any issues, or any unusual readings, the USDA/APHIS/PPQ staff can call, text or email vendor immediately.�� In addition, all testing materials and equipment will be furnished by the vendor and maintained at each site visit. The correct and safe operation of the boiler systems is critical to the success of the program. Training will cover the following topics: 1.��� Water chemistry and definitions 2.��� Demineralization 3.��� Theory of water treatment 4.��� De-aeration 5.��� Necessity of clean steam 6.��� Internal chemistry 7.��� Importance of testing 8.��� Condensers 9.��� Test limits and interpretation 10.� Condensate polishing 11.� Cooling water systems 12.� Troubleshooting� 13.� Safety. The low-pressure steam boiler provides directly injected steam for humidification in the insect rearing areas and in closed spaces where personnel work.� The high-pressure steam boiler is also adapted to occasionally perform this task.� The vendor understands that the insects and personnel need to be protected from chemicals that migrate from the fireside treatment.� This is a mission critical requirement.
