This is NOT a solicitation or pre-solicitation and this notice does not guarantee that a solicitation will be released in the future or as an obligation on the part of the MCC. At this time, no solicitation exists. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a solicitation may be issued. However, responses to this notice will not be considered adequate responses to a solicitation. Summary� (please read the attachment in its entirety) The Millennium Challenge Corporation will be conducting this procurement on behalf of The Government of Indonesia utilizing Compact Development Funding.� The Government of Indonesia (the Government) represented by their appointed Compact Development Team1 (CDT) submitted a Project Proposal to the Millennium Challenge Corporation (MCC) for the MCC Indonesia Compact II in July 2021. The Project Proposal consists of two parts: Part A: Improving Project Planning and Preparation Capacity, and Innovative Funding for Infrastructure, and Part B: Improving MSME�s Access to Finance for Increased Productivity and Inclusive Growth. This consultant appointment relates to support for elements within Part A only. The main focus of the Part A Project Proposal is an ambitious program of reform across the transport infrastructure sector resulting in (i) Public Investment Management Guidelines (PIMG); and (ii) the design and operationalization of a Project Preparation Facility (PPF) to support subnational governments in developing transport infrastructure using innovative blended finance mechanisms, instead of relying on government budgets alone. Ultimately, the PIMG framework will be an online system available for all users (government, private sector, investors, etc.) which explains, in one place, how infrastructure is planned, financed, procured, delivered, operated and maintained in Indonesia. It is far too difficult to create this for all infrastructure sectors as originally requested by the CDT. Accordingly, under the Compact the PIMG framework will initially be limited to the following: regional multi-modal transport planning (covering the planning stage through to the production of integrated regional transport master plans with associated defined project pipelines), and subnational roads only from identification of master plans and project pipelines onwards through to the project operations and maintenance phase. Once this reduced-scale framework has been created as a demonstration PIMG, it may be used as a template to be extended to other national and subnational infrastructure sectors, either through the Compact, or by the Government, perhaps with other donor support. Figure 1 below shows the PIMG scope (bordered by the red line2). During development of the PIMG for subnational roads, the Consultant must keep in mind that this demonstration PIMG must be developed and structured in readiness for future expansion to cover other infrastructure sectors. The Consultant should therefore highlight any elements of the PIMG which will be applicable to the wider infrastructure sector with little or no amendment.
