THIS IS A SOURCES SOUGHT NOTICE AND SHOULD NOT BE CONSTRUED AS A SOLICITATION ANNOUNCEMENT. THE SUBMISSION OF THIS INFORMATION IS FOR PLANNING PURPOSES ONLY. IT IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO PROCURE ANY SERVICES, NOR DOES THE MIDDLE EAST DISTRICT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS REQUEST FOR INFORMATION OR OTHERWISE PAY FOR THE INFORMATION SOLICITED. a. DESCRIPTION The purpose of this notice is to gain knowledge of potential qualified business concerns capable of performing Commercial and Institutional Building Construction in Bahrain. As the work will be performed outside of the continental U.S., no set asides or socioeconomic preference of any sort will be granted. This effort is classified through the North American Industry Classification System (NAICS) under 236220 Commercial and Institutional Building Construction. Interested offerors must have a Facilities Clearance and demonstrate experience in constructing secure spaces in accordance with IC Tech Spec for ICD/ICS 705, Technical Specifications for Construction and Management of Sensitive Compartmented Information Facilities, Version 1.5.1, dated July 26, 2021. Also in accordance with ICD/ICS 705, only U.S. firms will be considered. b. ACQUISITION INFORMATION The United States Army Corps of Engineers intends to advertise a Design-Bid-Build delivery package to provide the necessary facilities and infrastructure to support the P-992 Fleet Maintenance Facility (FMF) & Tactical Operations Center (TOC), Isa Air Base, Bahrain. It is anticipated that a pre-solicitation announcement will be published in the Contract Opportunities at System for Award Management (SAM.gov) in April 2022. The Government anticipates award of a Firm Fixed Price Contract as defined under Federal Acquisition Regulation (FAR) Subpart 16.2. The contract will consist of multiple Contract Line Item Numbers (CLINS), which are Firm Fixed Price, which may include additional options. The estimated magnitude of construction is between $25,000,000 and $50,000,000. c. PROJECT SCOPE The construction will be based on full construction documents and specifications developed through a separate design bid build contract. The new Fleet Maintenance Facility (FMF) and Tactical Operations Center (TOC) are maintenance and operations facilities that will support operational requirements at Isa Air Base. Both facilities will be in the vicinity of the new hangar and the airfield at Isa Air Base. The project is comprised of a two-story, Fleet Maintenance Facility (FMF), including maintenance and repair areas, personnel support areas, and secure storage. Project also constructs a single-story Tactical Operations Center (TOC), including administrative, secure and operational areas. P992 Fleet Maintenance Facility (FMF) & Tactical Operations Center (TOC) Page 3 of 4 Information systems include basic telephone and secure telephone, secure computer network, fiber optics, cable television, security (IDS/ESS) and fire alarm systems and infrastructure. The site infrastructure is to include pads for generators, site preparation including clearing of existing structures, underground utility relocations and preparation for construction. Paving and site improvements include grading, asphalt road repair, security fencing, entry control points, and concrete paver installation. This project includes Force Protection Barriers. Electric utilities include site lighting, prime related generators, underground electric distribution systems, antenna infrastructure, telecommunications infrastructure, antenna cable, and relocation of existing underground electrical and telecommunications systems. Mechanical utilities include storm water lines and fire water supply lines. Facilities will be designed to meet or exceed the useful service life specified in DoD Unified Facility Criteria. Facilities will incorporate features that provide the lowest practical life cycle cost solutions satisfying the facility requirements with the goal of maximizing energy efficiency. d. RESPONSE REQUIREMENTS Interested companies are invited to submit a Statement of Capability (SOC). The SOC must identify (a) no more than three secure space construction projects (including current point of contact information) in which the interested company served as either the prime contractor or a subcontractor performing a substantial portion of the work described above (b) years of company experience in performing construction in Bahrain or other Gulf Council Countries; (c) Licensing to execute construction in Bahrain; and (d) Provide a statement of your firm's ability to obtain surety guarantee. The SOC must contain a cover letter including the company name, address, point of contact, telephone, E-mail address, and business classification. The SOC must be submitted in writing and no more than 10 (ten) pages. Responses must be received no later than 10 November 2021, 4:00 p.m. Eastern Standard Time. Submission may be made by mail, e-mail, or facsimile.
