- Project Synopsis: Mission Support and Test Services, LLC (MSTS), under contract to the Department of Energy (DOE), National Nuclear Security Administration Nevada Field Office (NNSA/NFO), is seeking sources who can support the following: In anticipating support of the U.S. Army Program Execution Office Enterprise Information Systems (PEO-EIS), CONTRACTOR intends to support tasks under Congressionally funded programs to counter Russian and/or Chinese influence in a number of geographical areas, including but not limited to, Central and Eastern Europe, Central America, Asia including India and Pacific region, that support government goals. The objectives of this effort are to bolster the host country�s information systems through any combination of the following: IT strategic planning, engineering and architecture, business process improvement, IT lifecycle management, program management, systems integrations, designing technical enhancements as well as cyber security for information systems dealing with elements such as logistics systems, medical systems, electronic communications, systems integrity, communications software as well as secure networking and the ability to produce training in support of those elements. Specific Requirement/Capabilities: The successful candidate shall provide the labor, materials, and facilities to provide any one service or combination of the following as listed: Systems engineering and technical assistance to include: Information technology strategic planning, engineering and architecture, business process improvement, lifecycle management and program management at an oversight level. Information Technology Technical Resources with the ability to work with local vendors in carrying out system integration duties. Systems Integration: Experience in systems integration to include evaluations of current environment, recommendations for new environment and the merging of new and legacy systems into cohesive communications/data systems. Network Routing and Switching: Upgrading, migrating and enhancing current networks to ensure resiliency and reliability of communications links. Protecting information while in network transit and ensuring reliable delivery. Ability to design, implement and deliver circuits (terrestrial, satellite, cellular and manet) that facilitate multipath assured delivery of electronic communications. Strategies and experience delivering integrated mobile and stationary communications.� The delivery of the preceding is anticipated on unclassified and classified systems OCONUS (Outside Continental US). Network Servers: Server architecture, virtualized server architecture, hypervisors, dockers, memory architectures, operating systems (Linux, Windows), clustering, both standard and custom server applications. Server tuning, file and print services as well as more standard services, Domain Name Services (DNS), Dynamic Host Configuration Protocol (DHCP), Windows Internet Name Service (WINS), Windows Update Service (WUS), Internet Message Access Protocol (IMAP)/Post Office Protocol (POP) email.�� Server optimization/ maintenance as well as server migrations, i.e., moving legacy applications into new server environments. Software: Software development, deployment, upgrades, support and integration. Ability to partner with vendors with specialized capabilities, e.g., (but not limited to) web development, cloud software development, custom coding. Also experience in acquiring maintenance agreements, licensing and ongoing software support, e.g., help desk services, on-site support and regularly scheduled software maintenance. Program and Project Management Support for Information Technology Projects (Operational Level):� Employ Project/Program Management best practices to ensure project success. Implement reporting, change control, project planning and documentation of all project activities to ensure accountability, scope and timeline discipline, clear direction and agreed to project outcomes. Integrated Logistics Support:� Business infrastructure capabilities necessary to conduct procurement activities within the bounds of government regulations, and to do so with expediency.� Those activities would include the procurement of computing equipment (servers, desktops, laptops), software (operating systems and application software), IT networking equipment (routers, switches, VOIP systems) as well as supporting network cabling and conduit to support the installations of IT networked devices. The ability and experience to acquire best cost materials in reasonable timeframes.� Experience with distribution/logistics getting materials, goods and services where they need to be in the timeframes needed. SUBCONTRACTOR(S) shall contract with local in-country suppliers to maximum extent possible. Requirements, Process, and Document Management Support for Information Technology Programs. Project Controls and Earned Value Management Support (where applicable). Cybersecurity Support:� Architect new or evaluate current cyber infrastructures, recommending and implementing environments that protect the confidentiality, integrity, availability and reliability of important data and communications links. Design and deploy resilient communications environments that are structured for resiliency and multi-path options. Implement best practice configurations. Design and implement monitoring environments that oversee internal and external activities to include ingress and egress of information. Support efforts of the local entity receiving the services to achieve the equivalent of �Authority to Operate�. Training: Ability to leverage a full featured Training Department to include syllabus design, training packages, training leave behinds as well as the ability to develop online interactive training. Ability to record training events for use at later times. Continuity of Operations: Experience in designing and implementing continuity of operations, hot backup strategies to ensure continuity of communications that continue to function through emergency operations. Data Center Operations: The ability to design and implement data center solutions. Once established, experienced in conducting data center operations. Experienced in implementing, predictable and prescriptive data center implementations, that are well documented and result in minimization of operations difficulties. The implementation and use of edge data devices/architectures in an overall data infrastructure strategy. Cloud Utilization: Architecture & Deployment - Cloud strategies and implementation that can assist in resiliency of data, obfuscation of data transmissions, and as part of an overall data management strategy, all of which can be implemented both CONUS and OCONUS. Video Communications and Emergency Operations Centers - Plan, design, build and implement video solutions for remote and stationary visual communications packages.� Architecting and building emergency operation centers that combine multi-channel input streams to present a cohesive, 360 degree of events and operations in real time. Technical Writing: The ability to properly create, edit and produce technical documentation that support Department of Defense Contract Data Requirements List (CDRL) as well as Data Item Descriptions (DIDs) that are used by the Department of Defense during project implementation.� The Technical Writers would as well be responsible to produce presentations using common presentation tools (predominantly Power Point) as part of their responsibilities. Translation and Interpretation Capabilities: As the work associated with this Basic Order Agreement could take place in a number of global regions where English is not the native language, the ability to acquire capable and fluent translators with the ability to translate technical documentation from English to the native language of the project�s region.� The translator role would as well be needed to translate discussions, meeting and presentations in real time during meetings. �Personnel assigned to these Task Orders (TOs) shall have DoD Secret and/or NATO Secret clearances. Higher level clearances (TS/SCI, Q, etc.) area acceptable but a base DoD Secret/NATO Secret will be the requirement.
