- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. THERE IS �NO SOLICITATION, AND NO SPECIFICATIONS OR DRAWINGS AVAILABLE AT THIS TIME. The Transatlantic, Middle East District (TAM) is seeking interest and capabilities of experienced construction contractors capable of performing Design-Bid-Build (DBB) Construction of an Air Traffic Control Tower in the Hashemite Kingdom of Jordan. This project is to construct a new 12 story Air Traffic Control Tower (ATCT) plus cab and balcony floors with a reinforced concrete pile foundation, steel superstructure, precast concrete facade, and a standing seam metal roof. � This project will include an elevator, a catwalk surrounding the tower cab as well as fire detection and suppression systems, HVAC, emergency Power, utilities, site improvements and other required support to provide a complete and usable facility.� The facility will also have space to support a RADAR approach control system All facilities are designed as permanent construction in accordance with the DoD Unified Facilities Criteria (UFC) 1-200-01. Sustainable principles, to include Life Cycle cost-effective practices, will be integrated into the design, development and construction of the project in accordance with UFC 1-200-02. This project will comply with DoD Antiterrorism/force protection requirements per UFC 4-010-01. The magnitude of this project is between $10,000,000 and $25,000,000. �The appropriate Northern American Industry Classification System (NAICS) code for this procurement is 236220 -- Commercial and Institutional Building Construction, and the Small Business Size Standard is $39,500,000. The magnitude of construction for this project is between $10,000,000 and $25,000,000. �The Period of Performance for this project is 750 calendar days from Notice to Proceed (NTP). This office anticipates award of a contract for these services by December 2020. Interested PRIME CONTRACTORS should submit a capabilities package to Mr. Kenneth G. Baker at Kenneth.G.Baker@usace.army.mil.� The package should include the following:�� 1.� Your intent to submit a proposal for this project when it is formally advertised. 2. �Name of firm with address, phone, and point of contact. 3. �DUNS/CAGE code, registered in System for Award Management (SAM) at www.sam.gov 4.� Size of Firm (Large or Small), to include category of small business, Service Disabled Veteran Owned Small Business (SDVOSB), and/or Women Owned Small Business (WOSB). 5.� Bonding capability for single contract action in the magnitude of this project/ 6.� Statement of Capability (SOC) stating your skills, experience, knowledge, and equipment required to perform the specified type of work. The SOC should be no more than two pages in length. 7.� In addition to Statement of Capability, provide answers specifically to the following questions: ��� a.� Has your company performed Air Traffic Control construction? ��������� �i.� As a prime contractor? ���� �����ii.� As a subcontractor? ��� �����iii.� For a commercial airport? Name of Airport(s)? ���� ����iv.� For a military base? Name of base(s)? ��� �b.� Has your company ever: ������� � i.� Performed construction in remote location, such as the Middle East? ����� ���ii.� Performed any projects with the US Army Corps of Engineers? Place the words �Market Research for W912ER20R0013� on the subject line of your message.� Your response is requested by 4:00pm EDT on 30 April 2020. � Upon review of industry response to this sources sought notice, the Government will determine acquisition strategy is in the Government's best interest. �The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice. The information provided in this notice is subject to change and in no way binds the Government to solicit for or award a contract. The Government will not provide debriefs on the results of this research, but feedback regarding the decision to set aside or not set aside the procurement will be accomplished via pre-solicitation synopsis or solicitation for these services, as applicable.
