- Naval Information Warfare Center, Pacific (NIWC Pacific) intends to award a firm fixed price purchase order on a sole source basis to Pennsylvania State University under the authority of FAR 13.106?1(b) due to only one source being reasonably available to meet the Government's needs. Pennsylvania State University DUNS: 003403953 CAGE: 7A720 Address: 201 Old Main Road University Park, Pennsylvania, 16802-1503 The requirement is for the procurement for the fabrication, characterization, and exploration of nanomaterial-based neuromorphic hardware. This is not a request for quotes. Any interested party that believes it is capable of meeting the requirement described herein may submit a capability statement. Capability statements received will be evaluated to determine technical merit. Responses must be submitted in writing via email no later than 3PM PST on 19 November 2021. Telephone responses and requests will not be accepted. A determination by the Government not to compete the requirement based on responses to this notice is solely within the discretion of the Government. Acquisition of Commercial Items under FAR Part 12 and Simplified Acquisitions Procedures under FAR Part 13 apply. The applicable NAICS Code is 541713 and the size standard is 1000 employees.
