- Description
- This is an effort�to obtain engineering support for the Aircraft Structural Integrity Program (ASIP), Mechanical Equipment and Subsystem Integrity Program (MECSIP),�Avionics Integrity Program (AVIP) on the TH-1H, UH-1N, HH-60G, HH-60W, and MH-139A fleet, referred to as United States Air Force (USAF) rotary-wing aircraft. This effort includes a wide range of analyses, to include engineering research, integration and technical support services, to isolate and analyze potential deficiencies related to USAF rotary-wing weapon systems. This effort will focus on identifying and solving structural and mechanical integrity issues, especially issues associated with the increasing age of the aircraft such as fatigue cracking, damage tolerance, and corrosion. Engineering data, required to implement solutions, is also provided by this effort. This effort benefits the Air Force by helping increase aircraft availability and reducing maintenance downtime. This requirement, utilizing a C-type contract for engineering analysis/support, will have a 12 month Basic Period of Performance with four 12 month Options and include the following CLINs: X001 Engineering Services, CRNF, 12 Mo. ARO X002 Material, Subcontractor & ODCs,�CRNF, 12 Mo. ARO X003 Travel & Per Diem,�CRNF, 12 Mo. ARO X004 Over and Above � To be Negotiated,�CRNF, 12 Mo. ARO X005 Engineering Support Task Requests (ESTR),�CRNF, 12 Mo. ARO X006 Data Requirements (CDRLs) � Not Separately Priced, NSP, 12 Mo. ARO This will be a sole source requirement established with Mercer Engineering Research Center (MERC), a not-for -profit operating unit of The Corporation of Mercer University, CAGE�0AC45, per authority 10 U.S.C. 2304(c) (1) and FAR 6.302-1, Only One or a Limited Number of Responsible Sources, and No Other Supplies or Services Will Satisfy Agency Requirements. Justification:� The unique analytical tools and ability to manipulate the specific software is only resident with MERC.� The Government does not own the proprietary analysis tools to support an acquisition of this Engineering Support from any other source.� Supplies (or services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a requirement for competitive proposals. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Any interested parties may contact the Prime Contractor for potential subcontracting opportunities. Estimated release date of solicitation is 29�November 2021.
